77 relating to a study of the fiscal impact of adjusting the amount of
88 the ad valorem tax exemption to which disabled veterans and the
99 surviving spouses and children of disabled veterans and certain
1010 members of the armed forces are entitled.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. (a) The comptroller of public accounts shall
1313 study the fiscal impact on this state and local governments that
1414 would have been created during the preceding 10 years by the
1515 adjustment of the maximum amount of the exemption to which a person
1616 is entitled under Section 11.22, Tax Code, to reflect the
1717 percentage change from the preceding tax year in the average market
1818 value of residence homesteads in the appraisal district in which
1919 the property subject to the exemption is located.
2020 (b) At the comptroller of public accounts' request, a state
2121 agency or local government shall provide information and assistance
2222 in conducting the study under this section.
2323 (c) Not later than December 1, 2012, the comptroller of
2424 public accounts shall report the results of the study conducted
2525 under this section to the lieutenant governor, the speaker of the
2626 house of representatives, and the presiding officers of the
2727 standing committees of each house of the legislature with primary
2828 jurisdiction over matters affecting tax revenue and veterans
2929 affairs.
3030 SECTION 2. This Act expires January 1, 2013.
3131 SECTION 3. This Act takes effect immediately if it receives
3232 a vote of two-thirds of all the members elected to each house, as
3333 provided by Section 39, Article III, Texas Constitution. If this
3434 Act does not receive the vote necessary for immediate effect, this
3535 Act takes effect September 1, 2011.
