11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

12 | 12 | | SECTION 1. Chapter 2054, Government Code, is amended by |
---|
13 | 13 | | adding Subchapter N to read as follows: |
---|
14 | 14 | | SUBCHAPTER N. CYBERSECURITY, EDUCATION, |
---|
15 | 15 | | AND ECONOMIC DEVELOPMENT COUNCIL |
---|
16 | 16 | | Sec. 2054.501. DEFINITION. In this subchapter, "council" |
---|
17 | 17 | | means the Cybersecurity, Education, and Economic Development |
---|
18 | 18 | | Council. |
---|
19 | 19 | | Sec. 2054.502. CYBERSECURITY, EDUCATION, AND ECONOMIC |
---|
20 | 20 | | DEVELOPMENT COUNCIL; COMPOSITION. (a) The Cybersecurity, |
---|
21 | 21 | | Education, and Economic Development Council is established. |
---|
22 | 22 | | (b) The council is composed of nine members appointed by the |
---|
23 | 23 | | executive director. The members must include: |
---|
24 | 24 | | (1) one representative from the department; |
---|
25 | 25 | | (2) one representative from the Texas Economic |
---|
26 | 26 | | Development and Tourism Office in the office of the governor; |
---|
27 | 27 | | (3) two representatives from institutions of higher |
---|
28 | 28 | | education with cybersecurity-related programs; |
---|
29 | 29 | | (4) one representative from a public junior college, |
---|
30 | 30 | | as defined by Section 61.003, Education Code, with a |
---|
31 | 31 | | cybersecurity-related program; |
---|
32 | 32 | | (5) one state military forces liaison experienced in |
---|
33 | 33 | | the cybersecurity field; and |
---|
34 | 34 | | (6) three representatives from chamber of commerce |
---|
35 | 35 | | organizations or businesses who have a cybersecurity background. |
---|
36 | 36 | | (c) The council shall elect a presiding officer from among |
---|
37 | 37 | | its members. |
---|
38 | 38 | | (d) A council member serves at the pleasure of the executive |
---|
39 | 39 | | director. |
---|
40 | 40 | | Sec. 2054.503. COMPENSATION. A council member serves |
---|
41 | 41 | | without compensation or reimbursement of expenses. |
---|
42 | 42 | | Sec. 2054.504. COUNCIL POWERS AND DUTIES. (a) The council |
---|
43 | 43 | | shall: |
---|
44 | 44 | | (1) at least quarterly, meet at the call of the |
---|
45 | 45 | | presiding officer; and |
---|
46 | 46 | | (2) conduct an interim study and make recommendations |
---|
47 | 47 | | to the executive director regarding: |
---|
48 | 48 | | (A) improving the infrastructure of this state's |
---|
49 | 49 | | cybersecurity operations with existing resources and through |
---|
50 | 50 | | partnerships between government, business, and institutions of |
---|
51 | 51 | | higher education; and |
---|
52 | 52 | | (B) examining specific actions to accelerate the |
---|
53 | 53 | | growth of cybersecurity as an industry in this state. |
---|
54 | 54 | | (b) The council may request the assistance of state |
---|
55 | 55 | | agencies, departments, or offices to carry out its duties. |
---|
56 | 56 | | Sec. 2054.505. REPORT. Not later than December 1, 2012, the |
---|
57 | 57 | | council shall submit a report based on its findings to: |
---|
58 | 58 | | (1) the executive director; |
---|
59 | 59 | | (2) the governor; |
---|
60 | 60 | | (3) the lieutenant governor; |
---|
61 | 61 | | (4) the speaker of the house of representatives; |
---|
62 | 62 | | (5) the higher education committees of the senate and |
---|
63 | 63 | | house of representatives; |
---|
64 | 64 | | (6) the Senate Committee on Economic Development; |
---|
65 | 65 | | (7) the House Technology Committee; and |
---|
66 | 66 | | (8) the House Economic and Small Business Development |
---|
67 | 67 | | Committee. |
---|
68 | 68 | | Sec. 2054.506. EXPIRATION OF SUBCHAPTER. This subchapter |
---|
69 | 69 | | expires and the council is abolished September 1, 2013. |
---|
70 | 70 | | SECTION 2. Not later than the 30th day after the effective |
---|
71 | 71 | | date of this Act, the executive director of the Department of |
---|
72 | 72 | | Information Resources shall appoint the members of the |
---|
73 | 73 | | Cybersecurity, Education, and Economic Development Council as |
---|
74 | 74 | | established by Subchapter N, Chapter 2054, Government Code, as |
---|
75 | 75 | | added by this Act. |
---|
76 | 76 | | SECTION 3. This Act takes effect September 1, 2011. |
