                            SENATE RESOLUTION NO. 1005
 WHEREAS, The Senate of the State of Texas is pleased to
 join the South Hemphill Heights Neighborhood Association as it
 celebrates its 22nd anniversary and marks the 20th anniversary of
 Code Blue: Citizens on Patrol; and
 WHEREAS, The South Hemphill Heights Neighborhood
 Association has for 22 years worked with area residents and city
 officials to make the neighborhood a better place in which to
 live, work, and raise a family; and
 WHEREAS, Members have brought a Model Blocks Program to the
 area, resulting in numerous homes being remodeled and new homes
 being built; they have organized annual neighborhood cleanups,
 created and promoted the Summer Mobile Recreation Program, which
 serves hundreds of area schoolchildren, and formed a Code Ranger
 Group to reduce neighborhood blight; and
 WHEREAS, The association has worked with the city to pursue
 various goals, including acquiring and repurposing Old Fire
 Station 10 and initiating efforts to ensure the safety of gas
 drilling and other operations; residents have worked with the
 police to reduce crime through the Citizens on Patrol program and
 have created an urban village at Hemphill and West Berry as a
 focus for revitalization efforts; they have also worked to
 improve Capps Park by planting trees and installing lighting and
 playground equipment; and
 WHEREAS, This exceptional organization has had a positive
 impact on life in the neighborhood, and it is truly deserving of
 recognition for its many achievements; now, therefore, be it
 RESOLVED, That the Senate of the State of Texas, 82nd
 Legislature, hereby commend the South Hemphill Heights
 Neighborhood Association on its many achievements and extend to
 its members best wishes for a successful anniversary
 celebration; and, be it further
 RESOLVED, That a copy of this Resolution be prepared for
 the association as an expression of esteem from the Texas Senate.
