SENATE RESOLUTION NO. 437
WHEREAS, The Senate of the State of Texas is pleased to
recognize Dr. Richard A. Middleton, who is retiring after more
than 20 years of outstanding service as superintendent of the
North East Independent School District; and
WHEREAS, Dr. Middleton began his career as an educator at
the North East Independent School District in 1972 as a history
and government teacher at Roosevelt High School, returning to the
district after having graduated from Robert E. Lee High School;
he held various other positions across the state before being
named as superintendent in 1990; and
WHEREAS, Under his leadership, the district has received
numerous honors and awards, including eight National Exemplary
Schools, two National Drug-Free Schools, and two national
Centers of Excellence for the Teaching of English; it has been
named a National Center for Gifted Education and is home to a
National Exemplary Community Education Program and to nationally
recognized school volunteer, dropout retrieval, and after-school
care programs; and
WHEREAS, Dr. Middleton is known for his commitment to open
communication with the board of trustees, parents, employees,
and the community; he shepherded four bond packages through the
election process and led the development of the North East
Wellness program; and
WHEREAS, An exemplary educator and administrator, he is
respected and admired by his colleagues, and his presence at the
North East Independent School District will be greatly missed;
now, therefore, be it
RESOLVED, That the Senate of the State of Texas, 82nd
Legislature, hereby commend Dr. Richard A. Middleton on his
exceptional service to the people of San Antonio as
superintendent of the North East Independent School District and
extend to him best wishes for continued success in all his future
endeavors; and, be it further
RESOLVED, That a copy of this Resolution be prepared for
him as an expression of esteem from the Texas Senate.
