                            SENATE RESOLUTION NO. 606
 WHEREAS, The Senate of the State of Texas is pleased to
 recognize Lieutenant Colonel William Phillips, who is a
 participant in the United States Army's Senior Service College
 Fellows Program; and
 WHEREAS, A component of the United States Army War College,
 the Senior Service College Fellows Program consists of a year of
 intensive academic study for selected officers that focuses on
 the relationships between national security policy and its
 implementation, technology and industry, and military policy and
 process; and
 WHEREAS, Only the top three percent of United States Army
 officers rise to the level required for selection to the Army War
 College; those chosen as fellows for this prestigious course of
 study embody the qualities necessary for program managers and
 general officers in the United States Army; and
 WHEREAS, Colonel Phillips is truly deserving of
 recognition for his dedication to duty and his many
 accomplishments; by being chosen for this important program, he
 has demonstrated his readiness to further prepare himself for
 senior military leadership positions around the world; now,
 therefore, be it
 RESOLVED, That the Senate of the State of Texas, 82nd
 Legislature, hereby commend Lieutenant Colonel William Phillips
 on his participation in the United States Army's Senior Service
 College Fellows Program and extend to him best wishes for
 continued success in all his future endeavors; and, be it further
 RESOLVED, That a copy of this Resolution be prepared for
 him as an expression of esteem from the Texas Senate.
