                            SENATE RESOLUTION NO. 701
 WHEREAS, The Senate of the State of Texas is honored to
 welcome Héctor Agustín Murguía Lardizábal, Mayor of Ciudad
 Juarez in the State of Chihuahua, Mexico; and
 WHEREAS, A native of Ciudad Juarez, Mayor Murguía
 graduated from the Instituto Tecnológico de Estudios Superiores
 de Monterrey and is a chemical engineer; he became mayor for the
 second time in 2011; and
 WHEREAS, Mayor Murguía served a first term as mayor during
 the years 2004 through 2007; he has also served his country as a
 federal representative and as a senator; and
 WHEREAS, Mayor Murguía has achieved prominence as a
 fervent advocate for international trade between Ciudad Juarez
 and the State of Texas, which totals over $48 billion annually;
 and
 WHEREAS, Ciudad Juarez and its neighbor, the City of El
 Paso, make up the world's largest international metroplex, with
 over two million persons; and
 WHEREAS, Ciudad Juarez and El Paso have, since 1598,
 evolved together as a dynamic economic and cultural crossroads
 that has been historically significant through the years; and
 WHEREAS, Ciudad Juarez and El Paso share four
 international ports of entry that play a key part in the
 transportation system that links major centers in the southern
 and western hemispheres; and
 WHEREAS, More than 70 Fortune 500 companies today operate
 over 336 maquiladora plants and employ more than 177,600 workers
 in Ciudad Juarez, in telecommunications and in the manufacture of
 medical supplies, consumer appliances, electronics, and
 automotive parts; and
 WHEREAS, Trade between Ciudad Juarez and the State of Texas
 represents 15 percent of the total trade relationship between
 Mexico and the United States; and
 WHEREAS, Mayor Murguía, through his efforts as mayor,
 representative, senator, and advisor to the city, the state, and
 the nation, has continually worked to increase commerce,
 strengthen small and midsize industrial development, and improve
 border relations; and
 WHEREAS, This notable leader has, since 1993, served his
 community in a variety of posts, including president of the
 Juarez Municipal Financing Commission and political advisor to
 the State of Chihuahua; and
 WHEREAS, Héctor Agustín Murguía Lardizábal has won the
 admiration of his community through his efforts on behalf of
 others, and his outstanding management abilities are an
 inspiration to all who benefit from his counsel; now, therefore,
 be it
 RESOLVED, That the Senate of the State of Texas, 82nd
 Legislature, hereby welcome Héctor Agustín Murguía Lardizábal,
 Mayor of Ciudad Juarez, to the State Capitol and extend to him
 sincere best wishes for continued success and happiness; and, be
 it further
 RESOLVED, That a copy of this Resolution be prepared for
 Mayor Murguía as an expression of high regard from the Texas Senate.
