                            SENATE RESOLUTION NO. 140
 In Memory
 of
 Frances Heard Billups
 WHEREAS, The Senate of the State of Texas joins the
 citizens of San Antonio in mourning the loss of Frances Heard
 Billups, who died June 20, 2011, at the age of 82; and
 WHEREAS, Frances Heard was born November 18, 1928, to Cyrus
 L. and Marguerite Heard; she graduated from Alamo Heights High
 School and Southern Methodist University; she married Brigadier
 General James S. Billups, Jr., who preceded her in death; and
 WHEREAS, Mrs. Billups was dedicated to her work as a
 homemaker and as a leader in her community; she was a member of
 The Argyle and the San Antonio Country Club, and she was a
 lifetime supporter of the San Antonio Symphony and the Ballet
 Conservatory of South Texas; and
 WHEREAS, She was a devout Christian and a member of First
 Presbyterian Church; an exemplary lady who was generous and
 compassionate, she was an avid supporter of Operation Comfort and
 the Wounded Warriors Project; and
 WHEREAS, Frances Billups gave unselfishly to others and
 was beloved by her family and friends, and she leaves behind
 memories that will be treasured forever by all who were
 privileged to share in her life; now, therefore, be it
 RESOLVED, That the Senate of the State of Texas, 82nd
 Legislature, 1st Called Session, hereby extend sincere
 condolences to the bereaved family of Frances Heard Billups: her
 children, LeAnn Billups, Liza B. Lewis, James S. Billups III,
 Francesca B. Mannix, and Marcella B. Symington; and her 13
 grandchildren; and, be it further
 RESOLVED, That a copy of this Resolution be prepared for
 her family as an expression of deepest sympathy from the Texas
 Senate, and that when the Senate adjourns this day, it do so in
 memory of Frances Billups.
