10	10	relating to the issuance of military specialty license plates;
11	11	providing an exemption from a fee.
12	12	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
13	13	SECTION 1. Section 504.202(e-1), Transportation Code, is
14	14	amended to read as follows:
15	15	(e-1) Other than license plates issued under Subsection
16	16	(h), license plates issued under this section to a person also
17	17	entitled to license plates issued under Section 504.308, 504.315,
18	18	[or] 504.316, or 504.319 may, at the request of the person, include
19	19	one emblem from the other license plates to which the person is
20	20	entitled.
21	21	SECTION 2. Section 504.301, Transportation Code, is amended
22	22	by adding Subsection (c) to read as follows:
23	23	(c) Section 504.702 does not apply to a specialty license
24	24	plate issued under this subchapter.
25	25	SECTION 3. Section 504.3015(a), Transportation Code, is
26	26	amended to read as follows:
27	27	(a) A person applying for a set of license plates under this
28	28	subchapter shall pay the registration fee required under Chapter
29	29	502 and the applicable special plate fee required under this
30	30	section, except that one set of license plates shall be issued under
31	31	Section 504.308, [or] 504.315, or 504.319 without the payment of
32	32	the registration fee.
33	33	SECTION 4. Section 504.315(a), Transportation Code, as
34	34	added by Chapter 709 (H.B. 559), Acts of the 82nd Legislature,
35	35	Regular Session, 2011, is amended to read as follows:
36	36	(a) The department shall issue specialty license plates for
37	37	recipients of the Bronze Star Medal and Bronze Star Medal with
38	38	Valor. License plates issued under this subsection must include
39	39	the Bronze Star Medal emblem and must include the words "Bronze Star
40	40	Medal" at the bottom of each plate. License plates issued under
41	41	this subsection to recipients of the Bronze Star Medal with Valor
42	42	that are not personalized must also include the letter "V" as a
43	43	prefix or suffix to the numerals on each plate. [Section 504.702
44	44	does not apply to license plates authorized by this subsection.]
45	45	SECTION 5. Section 504.315(a), Transportation Code, as
46	46	added by Chapter 460 (S.B. 1755), Acts of the 82nd Legislature,
47	47	Regular Session, 2011, is redesignated as Section 504.315(b),
48	48	Transportation Code, and amended to read as follows:
49	49	(b) [(a)] The department shall issue specialty license
50	50	plates for recipients of the Distinguished Service Medal. License
51	51	plates issued under this subsection must include the Distinguished
52	52	Service Medal emblem and the words "Distinguished Service Medal" at
53	53	the bottom of each plate. [Section 504.702 does not apply to
54	54	license plates authorized by this subsection.]
55	55	SECTION 6. Section 504.315(h), Transportation Code, is
56	56	amended to read as follows:
57	57	(h) The department shall issue special license plates for
58	58	recipients of the Silver Star Medal. License plates issued under
59	59	this subsection must include the Silver Star Medal emblem and must
60	60	include the words "Silver Star Medal" at the bottom of each
61	61	plate. [Section 504.702 does not apply to license plates
62	62	authorized by this subsection.]
63	63	SECTION 7. Subchapter D, Chapter 504, Transportation Code,
64	64	is amended by adding Section 504.319 to read as follows:
65	65	Sec. 504.319. DEFENSE SUPERIOR SERVICE MEDAL RECIPIENTS.
66	66	The department shall issue specialty license plates for recipients
67	67	of the Defense Superior Service Medal. License plates issued under
68	68	this section must include the words "Defense Superior Service
69	69	Medal" at the bottom of each plate.
70	70	SECTION 8. Section 681.008(b), Transportation Code, is
71	71	amended to read as follows:
72	72	(b) A vehicle on which license plates described by
73	73	Subsection (a)(2) or issued under Section 504.202, 504.315,
74	74	[Section 504.315(a), (c), (d), (e), (f), (g), or (h), or Section]
75	75	504.316, or 504.319 are displayed is exempt from the payment of a
76	76	parking fee collected through a parking meter charged by a
77	77	governmental authority other than a branch of the federal
78	78	government, when being operated by or for the transportation of:
79	79	(1) the person who registered the vehicle under
80	80	Section 504.202(a), 504.315, [Section 504.315(a), (c), (d), (e),
81	81	(f), (g), or (h), or Section] 504.316, or 504.319;
82	82	(2) a person described in Section 504.202(b) if the
83	83	vehicle is registered under that subsection; or
84	84	(3) the owner or operator of a vehicle displaying
85	85	license plates described by Subsection (a)(2).
86	86	SECTION 9. This Act takes effect September 1, 2013.
