| 7 | 7 | | relating to the designation of a state trade representative. |

| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Chapter 772, Government Code, is amended by |
|---|
| 10 | 10 | | adding Section 772.012 to read as follows: |
|---|
| 11 | 11 | | Sec. 772.012. STATE TRADE REPRESENTATIVE. (a) The governor |
|---|
| 12 | 12 | | shall designate a state trade representative in the governor's |
|---|
| 13 | 13 | | office. |
|---|
| 14 | 14 | | (b) To be eligible for designation as the state trade |
|---|
| 15 | 15 | | representative, an individual must have: |
|---|
| 16 | 16 | | (1) a degree with specialization in international |
|---|
| 17 | 17 | | trade or international relations or a related field; or |
|---|
| 18 | 18 | | (2) significant work experience in international |
|---|
| 19 | 19 | | trade or international relations or a related field. |
|---|
| 20 | 20 | | (c) The state trade representative may not be assigned |
|---|
| 21 | 21 | | duties other than duties related to the representative's |
|---|
| 22 | 22 | | designation under this section. |
|---|
| 23 | 23 | | (d) The state trade representative shall annually report to |
|---|
| 24 | 24 | | the governor, the lieutenant governor, the speaker of the house of |
|---|
| 25 | 25 | | representatives, and the standing committees in the senate and |
|---|
| 26 | 26 | | house of representatives with jurisdiction over international |
|---|
| 27 | 27 | | trade matters on: |
|---|
| 28 | 28 | | (1) expansion of international trade in this state, |
|---|
| 29 | 29 | | including opening of new markets for goods and services produced |
|---|
| 30 | 30 | | and manufactured in this state; and |
|---|
| 31 | 31 | | (2) major investments made in this state as a result of |
|---|
| 32 | 32 | | international commerce. |
|---|
| 33 | 33 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 34 | 34 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 35 | 35 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 36 | 36 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 37 | 37 | | Act takes effect September 1, 2013. |
