99 A BILL TO BE ENTITLED
1010 AN ACT
1111 relating to the display of flags at half-staff at the Capitol
1212 building to honor service members killed in action.
1313 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1414 SECTION 1. Section 443.024, Government Code, is amended by
1515 adding Subsection (e) to read as follows:
1616 (e) The flag of the State of Texas and the flag of the United
1717 States shall be flown at half-staff at the Capitol building on the
1818 death of a member of the armed forces of the United States who was a
1919 resident of this state and who was killed in action. The flags shall
2020 be displayed at half-staff for one day following the date the
2121 person's family is notified of the person's death. The office of the
2222 governor shall notify the State Preservation Board of the days on
2323 which flags shall be flown at half-staff under this subsection.
2424 SECTION 2. This Act takes effect immediately if it receives
2525 a vote of two-thirds of all the members elected to each house, as
2626 provided by Section 39, Article III, Texas Constitution. If this
2727 Act does not receive the vote necessary for immediate effect, this
2828 Act takes effect September 1, 2013.
