99 A BILL TO BE ENTITLED
1010 AN ACT
1111 relating to a study regarding the effects on international trade of
1212 wait times at points of entry between the United States and the
1313 United Mexican States.
1414 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1515 SECTION 1. Subchapter C, Chapter 201, Transportation Code,
1616 is amended by adding Section 201.1145 to read as follows:
1717 Sec. 201.1145. STUDY REGARDING INTERNATIONAL TRADE. (a)
1818 The Border Trade Advisory Committee shall conduct a study regarding
1919 the effects on international trade of wait times at points of entry
2020 between the United States and the United Mexican States located in
2121 this state.
2222 (b) The Border Trade Advisory Committee shall consult with
2323 the commission to the extent that the commission may provide useful
2424 information, expertise, or resources to further the study. The
2525 commission shall assist the committee with the study.
2626 (c) The study must include recommendations regarding
2727 intergovernmental initiatives to reduce wait times and promote
2828 international trade.
2929 (d) Not later than October 1, 2014, the Border Trade
3030 Advisory Committee shall submit a report to the legislature that
3131 includes the results of the study and any associated
3232 recommendations.
3333 (e) This section expires January 1, 2015.
3434 SECTION 2. This Act takes effect immediately if it receives
3535 a vote of two-thirds of all the members elected to each house, as
3636 provided by Section 39, Article III, Texas Constitution. If this
3737 Act does not receive the vote necessary for immediate effect, this
3838 Act takes effect September 1, 2013.
