|---|
| 13 | 13 | | United Mexican States. |

| 14 | 14 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 15 | 15 | | SECTION 1. Subchapter C, Chapter 201, Transportation Code, |
|---|
| 16 | 16 | | is amended by adding Section 201.1145 to read as follows: |
|---|
| 17 | 17 | | Sec. 201.1145. STUDY REGARDING INTERNATIONAL TRADE. (a) |
|---|
| 18 | 18 | | The Border Trade Advisory Committee shall conduct a study regarding |
|---|
| 19 | 19 | | the effects on international trade of wait times at points of entry |
|---|
| 20 | 20 | | between the United States and the United Mexican States located in |
|---|
| 21 | 21 | | this state. |
|---|
| 22 | 22 | | (b) The Border Trade Advisory Committee shall consult with |
|---|
| 23 | 23 | | the commission to the extent that the commission may provide useful |
|---|
| 24 | 24 | | information, expertise, or resources to further the study. The |
|---|
| 25 | 25 | | commission shall assist the committee with the study. |
|---|
| 26 | 26 | | (c) The study must include recommendations regarding |
|---|
| 27 | 27 | | intergovernmental initiatives to reduce wait times and promote |
|---|
| 28 | 28 | | international trade. |
|---|
| 29 | 29 | | (d) Not later than October 1, 2014, the Border Trade |
|---|
| 30 | 30 | | Advisory Committee shall submit a report to the legislature that |
|---|
| 31 | 31 | | includes the results of the study and any associated |
|---|
| 32 | 32 | | recommendations. |
|---|
| 33 | 33 | | (e) This section expires January 1, 2015. |
|---|
| 34 | 34 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 35 | 35 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 36 | 36 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 37 | 37 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 38 | 38 | | Act takes effect September 1, 2013. |
