99 AN ACT
1010 relating to use of sales and use tax proceeds by certain economic
1111 development corporations for certain job-related skills training.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Subchapter D, Chapter 501, Local Government
1414 Code, is amended by adding Section 501.163 to read as follows:
1515 Sec. 501.163. USE OF TAX REVENUE FOR JOB-RELATED SKILLS
1616 TRAINING BY CERTAIN CORPORATIONS. (a) This section applies only to
1717 a corporation the creation of which was authorized by a
1818 municipality that:
1919 (1) has a population of 10,000 or more;
2020 (2) is located in a county bordering the Gulf of Mexico
2121 or the Gulf Intracoastal Waterway; and
2222 (3) has, or is included in a metropolitan statistical
2323 area of this state that has, an unemployment rate that averaged at
2424 least two percent above the state average for the most recent two
2525 consecutive years for which statistics are available.
2626 (b) A corporation may spend tax revenue received under this
2727 subtitle for job training that consists of:
2828 (1) providing job-related life skills sufficient to
2929 enable an unemployed individual to obtain employment; and
3030 (2) providing job training skills sufficient to enable
3131 an unemployed individual to obtain employment.
3232 (c) A corporation to which this section applies may contract
3333 with any person to provide the job training authorized under this
3434 section.
3535 SECTION 2. This Act takes effect immediately if it receives
3636 a vote of two-thirds of all the members elected to each house, as
3737 provided by Section 39, Article III, Texas Constitution. If this
3838 Act does not receive the vote necessary for immediate effect, this
3939 Act takes effect September 1, 2013.
