| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|---|
| 12 | 12 | | SECTION 1. Subchapter A, Chapter 521, Transportation Code, |
|---|
| 13 | 13 | | is amended by adding Section 521.008 to read as follows: |
|---|
| 14 | 14 | | Sec. 521.008. AGREEMENT REGARDING THE PROVISION OF RENEWAL |
|---|
| 15 | 15 | | AND DUPLICATE DRIVER'S LICENSE AND OTHER IDENTIFICATION |
|---|
| 16 | 16 | | CERTIFICATE SERVICES. (a) The department may enter into an |
|---|
| 17 | 17 | | agreement with a county clerk or county assessor-collector to train |
|---|
| 18 | 18 | | county clerk or county assessor-collector employees, as |
|---|
| 19 | 19 | | applicable, to provide services at county offices relating to the |
|---|
| 20 | 20 | | issuance of renewal and duplicate driver's licenses, election |
|---|
| 21 | 21 | | identification certificates, and personal identification |
|---|
| 22 | 22 | | certificates, including: |
|---|
| 23 | 23 | | (1) taking photographs; |
|---|
| 24 | 24 | | (2) administering vision tests; |
|---|
| 25 | 25 | | (3) updating a driver's license, election |
|---|
| 26 | 26 | | identification certificate, or personal identification certificate |
|---|
| 27 | 27 | | to change a name, address, or photo; |
|---|
| 28 | 28 | | (4) distributing and collecting information relating |
|---|
| 29 | 29 | | to donations under Section 521.401; |
|---|
| 30 | 30 | | (5) collecting fees; and |
|---|
| 31 | 31 | | (6) performing other basic ministerial functions and |
|---|
| 32 | 32 | | tasks necessary to issue renewal and duplicate driver's licenses, |
|---|
| 33 | 33 | | election identification certificates, and personal identification |
|---|
| 34 | 34 | | certificates. |
|---|
| 35 | 35 | | (b) An agreement under Subsection (a) may not include |
|---|
| 36 | 36 | | training to administer an examination for driver's license |
|---|
| 37 | 37 | | applicants under Subchapter H. |
|---|
| 38 | 38 | | (c) A participating county clerk or county |
|---|
| 39 | 39 | | assessor-collector must remit to the department for deposit as |
|---|
| 40 | 40 | | required by this chapter fees collected for the issuance of a |
|---|
| 41 | 41 | | renewal or duplicate driver's license or personal identification |
|---|
| 42 | 42 | | certificate. |
|---|
| 43 | 43 | | (d) The department shall adopt rules to administer this |
|---|
| 44 | 44 | | section. |
|---|
| 45 | 45 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 46 | 46 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 47 | 47 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 48 | 48 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 49 | 49 | | Act takes effect September 1, 2013. |
