77 relating to an agreement between the Department of Public Safety
88 and a county clerk or county assessor-collector for the provision
99 of renewal and duplicate driver's license and other identification
1010 certificate services.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subchapter A, Chapter 521, Transportation Code,
1313 is amended by adding Section 521.008 to read as follows:
1414 Sec. 521.008. AGREEMENT REGARDING THE PROVISION OF RENEWAL
1515 AND DUPLICATE DRIVER'S LICENSE AND OTHER IDENTIFICATION
1616 CERTIFICATE SERVICES. (a) The department may enter into an
1717 agreement with a county clerk or county assessor-collector to train
1818 county clerk or county assessor-collector employees, as
1919 applicable, to provide services at county offices relating to the
2020 issuance of renewal and duplicate driver's licenses, election
2121 identification certificates, and personal identification
2222 certificates, including:
2323 (1) taking photographs;
2424 (2) administering vision tests;
2525 (3) updating a driver's license, election
2626 identification certificate, or personal identification certificate
2727 to change a name, address, or photo;
2828 (4) distributing and collecting information relating
2929 to donations under Section 521.401;
3030 (5) collecting fees; and
3131 (6) performing other basic ministerial functions and
3232 tasks necessary to issue renewal and duplicate driver's licenses,
3333 election identification certificates, and personal identification
3434 certificates.
3535 (b) An agreement under Subsection (a) may not include
3636 training to administer an examination for driver's license
3737 applicants under Subchapter H.
3838 (c) A participating county clerk or county
3939 assessor-collector must remit to the department for deposit as
4040 required by this chapter fees collected for the issuance of a
4141 renewal or duplicate driver's license or personal identification
4242 certificate.
4343 (d) The department shall adopt rules to administer this
4444 section.
4545 SECTION 2. This Act takes effect immediately if it receives
4646 a vote of two-thirds of all the members elected to each house, as
4747 provided by Section 39, Article III, Texas Constitution. If this
4848 Act does not receive the vote necessary for immediate effect, this
4949 Act takes effect September 1, 2013.
