| 13 | 13 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 14 | 14 | | SECTION 1. Subchapter D, Chapter 13, Education Code, is |
|---|
| 15 | 15 | | amended by adding Section 13.1521 to read as follows: |
|---|
| 16 | 16 | | Sec. 13.1521. RECEIPT OR CONSIDERATION OF PETITION |
|---|
| 17 | 17 | | REQUESTING DETACHMENT AND ANNEXATION AFTER ADOPTION OF |
|---|
| 18 | 18 | | CONSOLIDATION RESOLUTIONS. If a resolution in favor of |
|---|
| 19 | 19 | | consolidation has been adopted by the board of trustees of each |
|---|
| 20 | 20 | | school district proposed to be consolidated into a particular |
|---|
| 21 | 21 | | single district, none of those boards of trustees may receive or |
|---|
| 22 | 22 | | consider a petition requesting detachment and annexation under |
|---|
| 23 | 23 | | Subchapter B without the consent of each of the other of those |
|---|
| 24 | 24 | | boards of trustees: |
|---|
| 25 | 25 | | (1) before consolidation; or |
|---|
| 26 | 26 | | (2) before consolidation is disapproved at an election |
|---|
| 27 | 27 | | under Section 13.153. |
|---|
| 28 | 28 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 29 | 29 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 30 | 30 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 31 | 31 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 32 | 32 | | Act takes effect September 1, 2013. |
