 A BILL TO BE ENTITLED
 AN ACT
 relating to requiring general academic teaching institutions to
 study and report the feasibility of certain administrative staff
 budget reductions.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter H, Chapter 51, Education Code, is
 amended by adding Section 51.407 to read as follows:
 Sec. 51.407.  STUDY AND REPORT REGARDING FEASIBILITY OF
 CERTAIN ADMINISTRATIVE STAFF BUDGET REDUCTIONS. (a) In this
 section:
 (1)  "Administrative staff" does not include any staff
 member who directly supports instruction or research at a general
 academic teaching institution.
 (2)  "General academic teaching institution" has the
 meaning assigned by Section 61.003.
 (b)  Each general academic teaching institution shall
 conduct a study to evaluate the feasibility of reducing by 10
 percent the portion of the institution's annual operating budget
 allocated for administrative staff.
 (c)  Not later than September 1, 2014, each general academic
 teaching institution shall complete the study required by
 Subsection (b) and submit to the governor, the lieutenant governor,
 the speaker of the house of representatives, the presiding officer
 of each legislative standing committee with primary jurisdiction
 over higher education, and the Legislative Budget Board a detailed
 report summarizing the results of the study and identifying any
 relevant issues the institution determines would be helpful in
 making decisions concerning the feasibility of the budget
 reduction.
 (d)  Section 51.404 does not apply to a report under this
 section.
 (e)  This section expires January 1, 2015.
 SECTION 2.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2013.
