 A BILL TO BE ENTITLED
 AN ACT
 relating to the manner in which school districts are ranked for
 purposes of the instructional facilities allotment.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 46.006, Education Code, is amended by
 adding Subsections (c-1) and (c-2) and amending Subsection (d) to
 read as follows:
 (c-1)  A district's wealth per student is reduced by 15
 percent for purposes of this section if the district demonstrates
 to the commissioner's satisfaction that the district will use
 cost-effective construction and design practices in furtherance of
 the project for which the district seeks assistance. The reduction
 is in addition to any reduction under Subsection (a), (b), or (c)
 and is computed before the district's wealth per student is reduced
 under those subsections, if applicable.
 (c-2)  A district's wealth per student is reduced by 15
 percent for purposes of this section if the district has entered
 into a dual-use facility arrangement with a junior college or other
 institution of higher education, as defined by Section 61.003,
 regardless of whether the arrangement involves the project for
 which the district seeks assistance. The reduction is in addition
 to any reduction under Subsection (a), (b), (c), or (c-1) and is
 computed before the district's wealth per student is reduced under
 those subsections, if applicable.
 (d)  The commissioner shall adjust the rankings after making
 the reductions in wealth per student required by Subsections (a),
 (b), [and] (c), (c-1), and (c-2).
 SECTION 2.  This Act takes effect September 1, 2013.
