 A BILL TO BE ENTITLED
 AN ACT
 relating to public school student identification numbers and
 related reporting requirements for school districts.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 25.002, Education Code, is amended by
 amending Subsections (a) and (a-1) and adding Subsections (a-2) and
 (a-3) to read as follows:
 (a)  If a parent or other person with legal control of a child
 under a court order enrolls the child in a public school, the parent
 or other person or the school district in which the child most
 recently attended school shall furnish to the school district:
 (1)  the child's birth certificate or another document
 suitable as proof of the child's identity;
 (2)  a copy of the child's records from the school the
 child most recently attended if the child has been previously
 enrolled in a school in this state or another state; [and]
 (3)  a record showing that the child has the
 immunizations as required under Section 38.001, in the case of a
 child required under that section to be immunized, proof as
 required by that section showing that the child is not required to
 be immunized, or proof that the child is entitled to provisional
 admission under that section and under rules adopted under that
 section; and
 (4)  the child's social security number.
 (a-1)  Information a school district furnishes under
 Subsections (a)(1) and (2) must be furnished by the district not
 later than the 10th working day after the date a request for the
 information is received by the district.  Information a parent or
 other person with legal control of a child under a court order
 furnishes under Subsections (a)(1), [and] (2), and (4) must be
 furnished by the parent or other person not later than the 30th day
 after the date a child is enrolled in a public school.  If a
 parent  or other person with legal control of a child under a court
 order requests that a district transfer a child's student records,
 the district to which the request is made shall notify the parent or
 other person as soon as practicable that the parent or other person
 may request and receive an unofficial copy of the records for
 delivery in person to a school in another district.
 (a-2)  If a parent or other person with legal control of a
 child under a court order does not furnish the child's social
 security number to the district as required by Subsection (a)(4),
 the district shall request the agency to assign a student
 identification number for the child.  The agency shall provide a
 requesting school district a student identification number not
 later than the fifth day after the date the district submits the
 request.
 (a-3)  Not later than the 45th day after the first day of each
 school year, a school district shall submit to the secretary of
 state a report stating the number of students enrolled in the
 district with a social security number and the number of students
 enrolled in the district with a student identification number
 assigned by the agency.
 SECTION 2.  This Act applies beginning with the 2013-2014
 school year.
 SECTION 3.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2013.
