88 directors of an appraisal district.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Chapter 5, Tax Code, is amended by adding Section
1111 5.043 to read as follows:
1212 Sec. 5.043. TRAINING OF APPRAISAL DISTRICT DIRECTORS. (a)
1313 In this section, "open government training" means the courses of
1414 training required of certain public officials by Sections
1515 551.005(b) and 552.012(d), Government Code.
1616 (b) The comptroller, with the assistance of one or more
1717 commissions as defined by Section 391.002, Local Government Code,
1818 shall develop an online training course for members of the board of
1919 directors of an appraisal district. The training must provide
2020 information relevant to the operation of an appraisal district and
2121 its board of directors, including an overview of the property tax
2222 system, a discussion of the duties and responsibilities of a board
2323 of directors, and a description of the resources available to a
2424 board. The comptroller shall make the training available on the
2525 comptroller's Internet website.
2626 (c) Each member of the board of directors of an appraisal
2727 district must annually complete both the open government training
2828 and the training described by Subsection (b). The appraisal
2929 district shall conduct the training required by this section at the
3030 first public meeting of the board during each calendar year. A
3131 member of the board who does not complete the training at that
3232 meeting must complete the training during regular business hours at
3333 the main office of the appraisal district not later than the 30th
3434 day after the date of that meeting.
3535 (d) A member of the board of directors who does not complete
3636 the training in the time and manner prescribed by Subsection (c) is
3737 ineligible to continue to serve on the board. A new board member
3838 shall be elected in the manner prescribed by Section 6.03(l) to fill
3939 the vacancy. A member elected to fill a vacancy must complete the
4040 training required by Subsection (c) not later than the 30th day
4141 after the date the member is elected or the member becomes
4242 ineligible to continue to serve on the board and shall be replaced
4343 as provided by this subsection.
4444 (e) This section does not apply to a nonvoting member of the
4545 board of directors of an appraisal district.
4646 SECTION 2. The comptroller of public accounts shall make
4747 available the training course required by Section 5.043, Tax Code,
4848 as added by this Act, not later than January 1, 2014.
4949 SECTION 3. The changes in law made by this Act apply only to
5050 a member of the board of directors of an appraisal district
5151 appointed or elected for a term that begins on or after January 1,
5252 2014.
5353 SECTION 4. This Act takes effect September 1, 2013.
