Lewis, Chair, House Committee on Judiciary & Civil Jurisprudence      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB2319 by Parker (Relating to the authority of a municipality to regulate churches that provide overnight shelter for children.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would prevent a municipality from adopting an ordinance that would prohibit a church from providing overnight shelter for a child. A municipality would be permitted to adopt and enforce an ordinance establishing limits on the number of nights a child may use the shelter or the number of children that can be housed per night.  Local Government Impact No significant fiscal implication to units of local government is anticipated.
