12 | 12 | | Workforce Commission of certain information regarding shortages in |

13 | 13 | | high-wage, high-demand occupations. |

14 | 14 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

15 | 15 | | SECTION 1. Subchapter A, Chapter 302, Labor Code, is |
---|
16 | 16 | | amended by adding Section 302.019 to read as follows: |
---|
17 | 17 | | Sec. 302.019. OCCUPATIONAL SHORTAGE STUDY; REPORT. (a) |
---|
18 | 18 | | The commission shall gather and study information relating to |
---|
19 | 19 | | existing and projected shortages in high-wage, high-demand |
---|
20 | 20 | | occupations in this state. The study conducted by the commission |
---|
21 | 21 | | under this section must include information on existing and |
---|
22 | 22 | | projected shortages in high-wage, high-demand occupations in |
---|
23 | 23 | | industrial job sectors, including: |
---|
24 | 24 | | (1) construction; |
---|
25 | 25 | | (2) manufacturing; |
---|
26 | 26 | | (3) agriculture; |
---|
27 | 27 | | (4) forestry; |
---|
28 | 28 | | (5) health care and social services; |
---|
29 | 29 | | (6) education; |
---|
30 | 30 | | (7) transportation and warehousing; |
---|
31 | 31 | | (8) mining, quarrying, and oil and gas extraction; |
---|
32 | 32 | | (9) utilities; |
---|
33 | 33 | | (10) wholesale trade; |
---|
34 | 34 | | (11) retail trade; |
---|
35 | 35 | | (12) finance and insurance; |
---|
36 | 36 | | (13) professional, scientific, and technical |
---|
37 | 37 | | services; and |
---|
38 | 38 | | (14) hospitality and food services. |
---|
39 | 39 | | (b) Not later than January 1 of each year, the commission |
---|
40 | 40 | | shall submit to the governor, the lieutenant governor, the speaker |
---|
41 | 41 | | of the house of representatives, and the presiding officer of each |
---|
42 | 42 | | standing committee or subcommittee of the legislature with primary |
---|
43 | 43 | | jurisdiction over workforce development matters a detailed report |
---|
44 | 44 | | summarizing the results of the commission's study under this |
---|
45 | 45 | | section for the most recent state fiscal year and any suggestions |
---|
46 | 46 | | and recommendations for legislative action the commission |
---|
47 | 47 | | considers appropriate resulting from that study. |
---|
48 | 48 | | SECTION 2. The Texas Workforce Commission shall submit the |
---|
49 | 49 | | initial report to the governor and the legislature as required by |
---|
50 | 50 | | Section 302.019, Labor Code, as added by this Act, not later than |
---|
51 | 51 | | January 1, 2015. |
---|
52 | 52 | | SECTION 3. This Act takes effect immediately if it receives |
---|
53 | 53 | | a vote of two-thirds of all the members elected to each house, as |
---|
54 | 54 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
55 | 55 | | Act does not receive the vote necessary for immediate effect, this |
---|
56 | 56 | | Act takes effect September 1, 2013. |
