99 AN ACT
1010 relating to the periodic review and revision of college and career
1111 readiness standards in public education.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Sections 28.008(b) and (c), Education Code, are
1414 amended to read as follows:
1515 (b) The vertical teams shall:
1616 (1) recommend for approval by the commissioner of
1717 education and the Texas Higher Education Coordinating Board college
1818 readiness standards and expectations that address what students
1919 must know and be able to do to succeed in entry-level courses
2020 offered at institutions of higher education;
2121 (2) evaluate whether the high school curriculum
2222 requirements under Section 28.002 and other instructional
2323 requirements serve to prepare students to successfully perform
2424 college-level course work;
2525 (3) recommend how the public school curriculum
2626 requirements can be aligned with college readiness standards and
2727 expectations;
2828 (4) develop instructional strategies for teaching
2929 courses to prepare students to successfully perform college-level
3030 course work; [and]
3131 (5) develop or establish minimum standards for
3232 curricula, professional development materials, and online support
3333 materials in English language arts, mathematics, science, and
3434 social studies, designed for students who need additional
3535 assistance in preparing to successfully perform college-level
3636 course work; and
3737 (6) periodically review and revise the college
3838 readiness standards and expectations developed under Subdivision
3939 (1) and recommend revised standards for approval by the
4040 commissioner of education and the Texas Higher Education
4141 Coordinating Board.
4242 (c) The commissioner of education and the Texas Higher
4343 Education Coordinating Board by rule shall:
4444 (1) establish the composition and duties of the
4545 vertical teams established under this section; and
4646 (2) establish a schedule for the periodic review
4747 required under Subsection (b)(6), giving consideration to the cycle
4848 of review and identification under Section 28.002 of the essential
4949 knowledge and skills of subjects of the required curriculum.
5050 SECTION 2. This Act takes effect immediately if it receives
5151 a vote of two-thirds of all the members elected to each house, as
5252 provided by Section 39, Article III, Texas Constitution. If this
5353 Act does not receive the vote necessary for immediate effect, this
5454 Act takes effect September 1, 2013.
