12 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

13 | 13 | | SECTION 1. Sections 28.008(b) and (c), Education Code, are |
---|
14 | 14 | | amended to read as follows: |
---|
15 | 15 | | (b) The vertical teams shall: |
---|
16 | 16 | | (1) recommend for approval by the commissioner of |
---|
17 | 17 | | education and the Texas Higher Education Coordinating Board college |
---|
18 | 18 | | readiness standards and expectations that address what students |
---|
19 | 19 | | must know and be able to do to succeed in entry-level courses |
---|
20 | 20 | | offered at institutions of higher education; |
---|
21 | 21 | | (2) evaluate whether the high school curriculum |
---|
22 | 22 | | requirements under Section 28.002 and other instructional |
---|
23 | 23 | | requirements serve to prepare students to successfully perform |
---|
24 | 24 | | college-level course work; |
---|
25 | 25 | | (3) recommend how the public school curriculum |
---|
26 | 26 | | requirements can be aligned with college readiness standards and |
---|
27 | 27 | | expectations; |
---|
28 | 28 | | (4) develop instructional strategies for teaching |
---|
29 | 29 | | courses to prepare students to successfully perform college-level |
---|
30 | 30 | | course work; [and] |
---|
31 | 31 | | (5) develop or establish minimum standards for |
---|
32 | 32 | | curricula, professional development materials, and online support |
---|
33 | 33 | | materials in English language arts, mathematics, science, and |
---|
34 | 34 | | social studies, designed for students who need additional |
---|
35 | 35 | | assistance in preparing to successfully perform college-level |
---|
36 | 36 | | course work; and |
---|
37 | 37 | | (6) periodically review and revise the college |
---|
38 | 38 | | readiness standards and expectations developed under Subdivision |
---|
39 | 39 | | (1) and recommend revised standards for approval by the |
---|
40 | 40 | | commissioner of education and the Texas Higher Education |
---|
41 | 41 | | Coordinating Board. |
---|
42 | 42 | | (c) The commissioner of education and the Texas Higher |
---|
43 | 43 | | Education Coordinating Board by rule shall: |
---|
44 | 44 | | (1) establish the composition and duties of the |
---|
45 | 45 | | vertical teams established under this section; and |
---|
46 | 46 | | (2) establish a schedule for the periodic review |
---|
47 | 47 | | required under Subsection (b)(6), giving consideration to the cycle |
---|
48 | 48 | | of review and identification under Section 28.002 of the essential |
---|
49 | 49 | | knowledge and skills of subjects of the required curriculum. |
---|
50 | 50 | | SECTION 2. This Act takes effect immediately if it receives |
---|
51 | 51 | | a vote of two-thirds of all the members elected to each house, as |
---|
52 | 52 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
53 | 53 | | Act does not receive the vote necessary for immediate effect, this |
---|
54 | 54 | | Act takes effect September 1, 2013. |
