The bill would give a county tax assessor-collector authority to obtain criminal history information that relates to a person who is an applicant for a motor vehicle title service license. The county tax assessor-collector would conduct name-base criminal history checks through the Department of Public Safety (DPS). DPS anticipates 3,000 new name-based criminal history background checks per year under the provisions of the bill. The cost of conducting these checks is recovered by a one dollar fee per search. DPS assumes no significant fiscal impact associated with the bill. The Department of Motor Vehicles reported no fiscal impact associated with the bill. The Comptroller of Public Accounts reported no significant fiscal impact to the state associated with the bill. The bill would take effect immediately if it receives a vote of two-thirds of all members elected to each house. If the bill does not receive the votes required to pass, the bill would take effect September 1, 2013. Local Government Impact According to the estimate by DPS, county tax assessor-collectors statewide would pay approximately $3,000 in total each year for the service. This would not be a significant fiscal impact on local governments.
