                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION            April 12, 2013      TO: Honorable Joseph Pickett, Chair, House Committee on Homeland Security & Public Safety      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB2665 by Taylor, Van (Relating to the use of a concealed handgun license as valid proof of personal identification. ), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.   The bill would amend the Business and Commerce Code to stipulate an individual may not deny the holder of a valid concealed handgun license (CHL) access to certain goods, services, or facilities because the holder has or presents a CHL rather than a driver's license or other acceptable form of personal identification. It is assumed the costs of implementing the bill's provision could be absorbed within current appropriations.  The bill would take effect September 1, 2013.
