8 | 8 | | safety excellence in the Rio Grande Valley. |

9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. Subchapter F, Chapter 130, Education Code, is |
---|
11 | 11 | | amended by adding Section 130.093 to read as follows: |
---|
12 | 12 | | Sec. 130.093. REGIONAL CENTER FOR PUBLIC SAFETY EXCELLENCE. |

13 | 13 | | (a) In this section: |
---|
14 | 14 | | (1) "Commission" means the Commission on Law |
---|
15 | 15 | | Enforcement Officer Standards and Education. |
---|
16 | 16 | | (2) "Regional center" means the regional center for |
---|
17 | 17 | | public safety excellence established under this section. |
---|
18 | 18 | | (b) The regional center for public safety excellence is |
---|
19 | 19 | | established to develop and provide initial and continuing education |
---|
20 | 20 | | and training, including education and training leading toward an |
---|
21 | 21 | | associate of applied science degree and basic peace officer |
---|
22 | 22 | | certification, for law enforcement personnel in the Rio Grande |
---|
23 | 23 | | Valley. |
---|
24 | 24 | | (c) South Texas College shall administer the regional |
---|
25 | 25 | | center in partnership with political subdivisions and |
---|
26 | 26 | | participating school districts in the Rio Grande Valley. The |
---|
27 | 27 | | headquarters of the regional center are located at South Texas |
---|
28 | 28 | | College in Pharr, Texas. The regional center may use property and |
---|
29 | 29 | | facilities at other locations in Hidalgo County. |
---|
30 | 30 | | (d) In developing its training programs and courses, the |
---|
31 | 31 | | regional center shall ensure that the program or course curriculum |
---|
32 | 32 | | satisfies any requirements imposed by the commission under |
---|
33 | 33 | | Subchapter F, Chapter 1701, Occupations Code, for the regional |
---|
34 | 34 | | center to operate as a commission-approved training provider under |
---|
35 | 35 | | that chapter. |
---|
36 | 36 | | (e) The commission may authorize reimbursement for a |
---|
37 | 37 | | political subdivision or state agency for expenses incurred in |
---|
38 | 38 | | attendance by personnel of the entity at a training program offered |
---|
39 | 39 | | by the regional center. |
---|
40 | 40 | | (f) The regional center may solicit and accept gifts and |
---|
41 | 41 | | grants from any public or private source for purposes of this |
---|
42 | 42 | | section. The legislature may appropriate money for purposes of |
---|
43 | 43 | | this section. |
---|
44 | 44 | | SECTION 2. This Act takes effect immediately if it receives |
---|
45 | 45 | | a vote of two-thirds of all the members elected to each house, as |
---|
46 | 46 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
47 | 47 | | Act does not receive the vote necessary for immediate effect, this |
---|
48 | 48 | | Act takes effect September 1, 2013. |
