66 AN ACT
77 relating to the establishment of a regional center for public
88 safety excellence in the Rio Grande Valley.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter F, Chapter 130, Education Code, is
1111 amended by adding Section 130.093 to read as follows:
1212 Sec. 130.093. REGIONAL CENTER FOR PUBLIC SAFETY EXCELLENCE.
1313 (a) In this section:
1414 (1) "Commission" means the Commission on Law
1515 Enforcement Officer Standards and Education.
1616 (2) "Regional center" means the regional center for
1717 public safety excellence established under this section.
1818 (b) The regional center for public safety excellence is
1919 established to develop and provide initial and continuing education
2020 and training, including education and training leading toward an
2121 associate of applied science degree and basic peace officer
2222 certification, for law enforcement personnel in the Rio Grande
2323 Valley.
2424 (c) South Texas College shall administer the regional
2525 center in partnership with political subdivisions and
2626 participating school districts in the Rio Grande Valley. The
2727 headquarters of the regional center are located at South Texas
2828 College in Pharr, Texas. The regional center may use property and
2929 facilities at other locations in Hidalgo County.
3030 (d) In developing its training programs and courses, the
3131 regional center shall ensure that the program or course curriculum
3232 satisfies any requirements imposed by the commission under
3333 Subchapter F, Chapter 1701, Occupations Code, for the regional
3434 center to operate as a commission-approved training provider under
3535 that chapter.
3636 (e) The commission may authorize reimbursement for a
3737 political subdivision or state agency for expenses incurred in
3838 attendance by personnel of the entity at a training program offered
3939 by the regional center.
4040 (f) The regional center may solicit and accept gifts and
4141 grants from any public or private source for purposes of this
4242 section. The legislature may appropriate money for purposes of
4343 this section.
4444 SECTION 2. This Act takes effect immediately if it receives
4545 a vote of two-thirds of all the members elected to each house, as
4646 provided by Section 39, Article III, Texas Constitution. If this
4747 Act does not receive the vote necessary for immediate effect, this
4848 Act takes effect September 1, 2013.
