| 12 | 12 | SECTION 1. Section 173.0832, Election Code, is amended to | |

| 15 | 15 | CONDUCTING PRIMARY ELECTION UNDER CONTRACT [IN CERTAIN | |

| 17 | 17 | with a population of 100,000 or more] who conducts a primary | |
| 18 | 18 | election under an election services contract authorized under | |
| 19 | 19 | Subchapter D, Chapter 31, the secretary of state may provide | |
| 20 | 20 | payment of primary expenses directly to the officer who incurs the | |
| 21 | 21 | expense rather than to the county chair under this subchapter. The | |
| 22 | 22 | secretary of state shall prescribe procedures to implement this | |
| 23 | 23 | section. | |
| 24 | 24 | SECTION 2. This Act takes effect September 1, 2013. |
