                    BILL ANALYSIS             H.B. 3084     By: Sanford     Urban Affairs     Committee Report (Unamended)             BACKGROUND AND PURPOSE    Under current law, certain persons may file electronic documents or other documents electronically for recording with a county clerk that accepts electronic filing and recording. Interested parties have raised concerns regarding the absence of municipal clerks from the list of such authorized persons. H.B. 3084 seeks to remedy this concern.        RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 3084 amends the Local Government Code to include a municipal clerk among the persons and entities authorized to file electronic documents or other documents electronically for recording with a county clerk that accepts electronic filing and recording.       EFFECTIVE DATE    On passage, or, if the bill does not receive the necessary vote, September 1, 2013.
