 A BILL TO BE ENTITLED
 AN ACT
 relating to information contained on a personal identification
 certificate, driver's license, and commercial driver's license.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 31.109(b), Parks and Wildlife Code, is
 amended to read as follows:
 (b)  A person subject to this section must have in the
 person's possession:
 (1)  a photographic identification card and either:
 (A) [(1)]  a boater identification card issued by
 the department; or
 (B) [(2)]  proof of completion of the
 requirements to obtain a vessel operator's license issued by the
 United States Coast Guard; or
 (2)  a certificate or license issued by the Department
 of Public Safety as provided by Section 521.101(c-1), 521.121(c-1),
 or 522.030(a-1), Transportation Code, that indicates the person has
 been issued a boater identification card.
 SECTION 2.  Section 42.0021, Parks and Wildlife Code, is
 amended to read as follows:
 Sec. 42.0021.  LIFETIME RESIDENT HUNTING LICENSE. (a) The
 department may issue to residents of this state a lifetime resident
 hunting license.
 (b)  Notwithstanding Section 42.006, a resident who holds a
 license issued under this section may use to meet any requirement
 relating to possessing a hunting license under this chapter a
 certificate or license issued by the Department of Public Safety as
 provided by Section 521.101(c-1), 521.121(c-1), or 522.030(a-1),
 Transportation Code, that indicates the person has been issued a
 lifetime resident hunting license.
 SECTION 3.  Section 46.001, Parks and Wildlife Code, is
 amended by adding Subsection (c) to read as follows:
 (c)  A person who holds a lifetime resident fishing license
 issued under Section 46.004(a) may use to meet any requirement
 relating to possessing a fishing license under this subchapter a
 certificate or license issued by the Department of Public Safety as
 provided by Section 521.101(c-1), 521.121(c-1), or 522.030(a-1),
 Transportation Code, that indicates the person has been issued a
 lifetime resident fishing license.
 SECTION 4.  Section 50.003, Parks and Wildlife Code, is
 amended to read as follows:
 Sec. 50.003.  OTHER LICENSES NOT REQUIRED. (a) A resident
 who has acquired a combination hunting and fishing license is not
 required to obtain the hunting license required by Chapter 42 of
 this code or the fishing license required by Chapter 46 of this
 code.
 (b)  A person who holds a lifetime resident combination
 hunting and fishing license may use as a substitute for the
 combination hunting and fishing license a certificate or license
 issued by the Department of Public Safety as provided by Section
 521.101(c-1), 521.121(c-1), or 522.030(a-1), Transportation Code,
 that indicates the person has been issued a lifetime resident
 combination hunting and fishing license.
 SECTION 5.  Section 62.014, Parks and Wildlife Code, is
 amended by adding Subsection (j-1) and amending Subsections (k) and
 (m) to read as follows:
 (j-1)  A certificate or license issued by the Department of
 Public Safety as provided by Section 521.101(c-1), 521.121(c-1), or
 522.030(a-1), Transportation Code, that indicates the person has
 been issued a hunter education certificate is considered evidence
 of completion of the program under Subsection (d).
 (k)  If the commission requires a person to possess a
 certificate issued under this section and if the person is charged
 with a Class C Parks and Wildlife Code misdemeanor for failing to
 possess the required certificate or the certificate or license
 described by Subsection (j-1), the person may present to the court
 not later than the 10th day after the date of the alleged offense an
 oral request or written motion to take a hunter safety training
 course.
 (m)  It is a defense to prosecution under this section for
 failure to possess a certificate that the person charged produces
 in court a certificate issued to that person under this section or a
 certificate or license described by Subsection (j-1) that was valid
 on the date of the alleged offense.
 SECTION 6.  Section 521.101, Transportation Code, is amended
 by adding Subsections (c-1) and (c-2) to read as follows:
 (c-1)  The department shall establish a procedure to include
 on a personal identification certificate information that
 indicates the individual holds:
 (1)  a boater identification card issued under Section
 31.109, Parks and Wildlife Code;
 (2)  a lifetime resident hunting license issued under
 Section 42.0021, Parks and Wildlife Code;
 (3)  a lifetime resident fishing license issued under
 Section 46.004(d), Parks and Wildlife Code;
 (4)  a lifetime combination hunting and fishing license
 issued under Section 50.001(b), Parks and Wildlife Code; or
 (5)  a hunter education certificate issued under
 Section 62.014, Parks and Wildlife Code.
 (c-2)  In establishing the procedure required under
 Subsection (c-1), the department shall require sufficient
 documentary evidence to demonstrate the personal identification
 certificate holder's status as a holder of the applicable card,
 license, or other certificate.
 SECTION 7.  Section 521.121, Transportation Code, is amended
 by adding Subsections (c-1) and (c-2) to read as follows:
 (c-1)  The department shall establish a procedure to include
 on the license information that indicates the individual holds:
 (1)  a boater identification card issued under Section
 31.109, Parks and Wildlife Code;
 (2)  a lifetime resident hunting license issued under
 Section 42.0021, Parks and Wildlife Code;
 (3)  a lifetime resident fishing license issued under
 Section 46.004(d), Parks and Wildlife Code;
 (4)  a lifetime combination hunting and fishing license
 issued under Section 50.001(b), Parks and Wildlife Code; or
 (5)  a hunter education certificate issued under
 Section 62.014, Parks and Wildlife Code.
 (c-2)  In establishing the procedure required under
 Subsection (c-1), the department shall require sufficient
 documentary evidence to demonstrate the driver's license holder's
 status as a holder of the applicable card, certificate, or other
 license.
 SECTION 8.  Section 522.030, Transportation Code, is amended
 by adding Subsections (a-1) and (a-2) to read as follows:
 (a-1)  The department shall establish a procedure to include
 on a commercial driver's license information that indicates the
 individual holds:
 (1)  a boater identification card issued under Section
 31.109, Parks and Wildlife Code;
 (2)  a lifetime resident hunting license issued under
 Section 42.0021, Parks and Wildlife Code;
 (3)  a lifetime resident fishing license issued under
 Section 46.004(d), Parks and Wildlife Code;
 (4)  a lifetime combination hunting and fishing license
 issued under Section 50.001(b), Parks and Wildlife Code; or
 (5)  a hunter education certificate issued under
 Section 62.014, Parks and Wildlife Code.
 (a-2)  In establishing the procedure required under
 Subsection (a-1), the department shall require sufficient
 documentary evidence to demonstrate the commercial driver's
 license holder's status as a holder of the applicable card,
 certificate, or other license.
 SECTION 9.  This Act takes effect September 1, 2013.
