 A BILL TO BE ENTITLED
 AN ACT
 relating to the designation of super voters.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Chapter 11, Election Code, is amended by adding
 Section 11.006 to read as follows:
 Sec. 11.006.  SUPER VOTERS. (a) A qualified voter who
 during a 10-year period has voted in every primary and general
 election in this state held in the territory of the voter's
 residence is a super voter.
 (b)  A super voter's voter registration certificate may
 contain a notation that the voter is a super voter.
 (c)  The secretary of state may adopt procedures to implement
 this section.
 SECTION 2.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2013.
