| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Subchapter C, Chapter 6, Tax Code, is amended by |
|---|
| 12 | 12 | | adding Section 6.415 to read as follows: |
|---|
| 13 | 13 | | Sec. 6.415. AFFIDAVIT OF BOARD MEMBER REQUIRED. A member of |
|---|
| 14 | 14 | | an appraisal review board may not participate in a hearing |
|---|
| 15 | 15 | | conducted by the board or perform any other action authorized or |
|---|
| 16 | 16 | | required by law to be performed by a member of an appraisal review |
|---|
| 17 | 17 | | board until the member has submitted to the chief appraiser of the |
|---|
| 18 | 18 | | appraisal district for which the board is established an affidavit |
|---|
| 19 | 19 | | signed by the member stating that the member has read, understands, |
|---|
| 20 | 20 | | and will abide by: |
|---|
| 21 | 21 | | (1) the current version of the comptroller's Appraisal |
|---|
| 22 | 22 | | Review Board Manual; and |
|---|
| 23 | 23 | | (2) any local procedural rules adopted to govern the |
|---|
| 24 | 24 | | hearings or actions of the appraisal review board to which the |
|---|
| 25 | 25 | | member has been appointed. |
|---|
| 26 | 26 | | SECTION 2. The change in law made by this Act applies only |
|---|
| 27 | 27 | | to a member of an appraisal review board who is appointed for a term |
|---|
| 28 | 28 | | beginning on or after January 1, 2014. |
|---|
| 29 | 29 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 30 | 30 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 31 | 31 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 32 | 32 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 33 | 33 | | Act takes effect September 1, 2013. |
