 A BILL TO BE ENTITLED
 AN ACT
 relating to the inspection period for a motor vehicle.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 548.101, Transportation Code, is amended
 to read as follows:
 Sec. 548.101.  [GENERAL ONE-YEAR] INSPECTION PERIOD. (a)
 The inspection period is five years [Except as provided by Section
 548.102, the department shall require an annual inspection]. The
 department shall set the periods of inspection and may make rules
 with respect to those periods.
 (b)  This section does not affect a requirement that a motor
 vehicle emissions inspection be conducted during an initial
 inspection period in a county covered by an inspection and
 maintenance program approved by the United States Environmental
 Protection Agency under Section 548.301 and the Clean Air Act (42
 U.S.C. Section 7401 et seq.).
 SECTION 2.  Section 548.102, Transportation Code, is
 repealed.
 SECTION 3.  The changes in law made by this Act apply only to
 an inspection period beginning on or after the effective date of
 this Act. An inspection period beginning before the effective date
 of this Act is governed by the law in effect when the inspection
 period began, and the former law is continued in effect for that
 purpose.
 SECTION 4.  This Act takes effect September 1, 2013.
