66 AN ACT
77 relating to the duties of the Council on Children and Families.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Section 531.803(a), Government Code, is amended
1010 to read as follows:
1111 (a) The council shall:
1212 (1) analyze the biennial legislative appropriations
1313 requests of members of the council for services provided to
1414 children and their families and identify appropriations that,
1515 through the coordination of members of the council, could be
1616 modified in the next legislative appropriation request to eliminate
1717 waste or increase available services and, not later than May 1 of
1818 each even-numbered year, prepare a report recommending those
1919 modifications for consideration during the development of the next
2020 biennial legislative appropriations request;
2121 (2) investigate opportunities to increase flexible
2222 funding for health, education, and human services provided to
2323 children and their families;
2424 (3) identify methods to remove barriers to local
2525 coordination of health, education, and human services provided to
2626 children and their families;
2727 (4) identify methods to ensure that children and youth
2828 receive appropriate assessment, diagnoses, and intervention
2929 services;
3030 (5) develop methods to prevent unnecessary parental
3131 relinquishment of custody of children;
3232 (6) prioritize assisting children in family settings
3333 rather than institutional settings;
3434 (7) make recommendations about family involvement in
3535 the provision and planning of health, education, and human services
3636 for a child, including family partner and liaison models; [and]
3737 (8) identify technological methods to ensure the
3838 efficient and timely transfer of information among state agencies
3939 providing health, education, and human services to children and
4040 their families; and
4141 (9) coordinate interagency grant or resource
4242 development efforts to improve efficiencies and outcomes for
4343 children and families, including possible dedication of staff to:
4444 (A) assist individual health, education, human
4545 services, juvenile justice, and workforce agencies to write or
4646 develop interagency grants and coordinate resources;
4747 (B) coordinate or lead interagency grant or
4848 resource development efforts; and
4949 (C) assist the council to facilitate interagency
5050 resource and policy coordination.
5151 SECTION 2. This Act takes effect September 1, 2013.
