| 7 | 7 | | relating to the duties of the Council on Children and Families. |

| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Section 531.803(a), Government Code, is amended |
|---|
| 10 | 10 | | to read as follows: |
|---|
| 11 | 11 | | (a) The council shall: |
|---|
| 12 | 12 | | (1) analyze the biennial legislative appropriations |
|---|
| 13 | 13 | | requests of members of the council for services provided to |
|---|
| 14 | 14 | | children and their families and identify appropriations that, |
|---|
| 15 | 15 | | through the coordination of members of the council, could be |
|---|
| 16 | 16 | | modified in the next legislative appropriation request to eliminate |
|---|
| 17 | 17 | | waste or increase available services and, not later than May 1 of |
|---|
| 18 | 18 | | each even-numbered year, prepare a report recommending those |
|---|
| 19 | 19 | | modifications for consideration during the development of the next |
|---|
| 20 | 20 | | biennial legislative appropriations request; |
|---|
| 21 | 21 | | (2) investigate opportunities to increase flexible |
|---|
| 22 | 22 | | funding for health, education, and human services provided to |
|---|
| 23 | 23 | | children and their families; |
|---|
| 24 | 24 | | (3) identify methods to remove barriers to local |
|---|
| 25 | 25 | | coordination of health, education, and human services provided to |
|---|
| 26 | 26 | | children and their families; |
|---|
| 27 | 27 | | (4) identify methods to ensure that children and youth |
|---|
| 28 | 28 | | receive appropriate assessment, diagnoses, and intervention |
|---|
| 29 | 29 | | services; |
|---|
| 30 | 30 | | (5) develop methods to prevent unnecessary parental |
|---|
| 31 | 31 | | relinquishment of custody of children; |
|---|
| 32 | 32 | | (6) prioritize assisting children in family settings |
|---|
| 33 | 33 | | rather than institutional settings; |
|---|
| 34 | 34 | | (7) make recommendations about family involvement in |
|---|
| 35 | 35 | | the provision and planning of health, education, and human services |
|---|
| 36 | 36 | | for a child, including family partner and liaison models; [and] |
|---|
| 37 | 37 | | (8) identify technological methods to ensure the |
|---|
| 38 | 38 | | efficient and timely transfer of information among state agencies |
|---|
| 39 | 39 | | providing health, education, and human services to children and |
|---|
| 40 | 40 | | their families; and |
|---|
| 41 | 41 | | (9) coordinate interagency grant or resource |
|---|
| 42 | 42 | | development efforts to improve efficiencies and outcomes for |
|---|
| 43 | 43 | | children and families, including possible dedication of staff to: |
|---|
| 44 | 44 | | (A) assist individual health, education, human |
|---|
| 45 | 45 | | services, juvenile justice, and workforce agencies to write or |
|---|
| 46 | 46 | | develop interagency grants and coordinate resources; |
|---|
| 47 | 47 | | (B) coordinate or lead interagency grant or |
|---|
| 48 | 48 | | resource development efforts; and |
|---|
| 49 | 49 | | (C) assist the council to facilitate interagency |
|---|
| 50 | 50 | | resource and policy coordination. |
|---|
| 51 | 51 | | SECTION 2. This Act takes effect September 1, 2013. |
