                    BILL ANALYSIS             C.S.H.B. 377     By: Burnam     Transportation     Committee Report (Substituted)             BACKGROUND AND PURPOSE    The Hispanic community in Fort Worth has a rich tradition of community service and has long embraced the organizing efforts of Cesar Chavez. Interested parties note that during the decade before his death, Chavez visited Fort Worth on several occasions and that he was honored for his work as a champion of the community and working people everywhere. In 1994, Chavez was posthumously awarded the Presidential Medal of Freedom to honor his notable service against injustice to workers. C.S.H.B. 377 seeks to acknowledge and pay tribute to the impact of Cesar Chavez's work on the communities of Fort Worth and across the nation by designating a portion of the IH-35 corridor in the area in his honor.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    C.S.H.B. 377 amends the Transportation Code to designate the portion of Interstate Highway 35W between Interstate Highway 20 and State Highway 183 as the Cesar Chavez Memorial Freeway, in addition to any other designation. The bill requires the Texas Department of Transportation, subject to a grant or donation of funds, to design and construct memorial markers indicating the designation as the Cesar Chavez Memorial Freeway and any other appropriate information and to erect a marker at each end of the highway and at appropriate intermediate sites along the highway.        EFFECTIVE DATE    September 1, 2013.       COMPARISON OF ORIGINAL AND SUBSTITUTE   While C.S.H.B. 377 may differ from the original in minor or nonsubstantive ways, the following comparison is organized and highlighted in a manner that indicates the substantial differences between the introduced and committee substitute versions of the bill.           INTRODUCED   HOUSE COMMITTEE SUBSTITUTE      SECTION 1. Subchapter B, Chapter 225, Transportation Code, is amended by adding Section 225.0431 to read as follows: Sec. 225.0431. CESAR CHAVEZ MEMORIAL FREEWAY. (a) Interstate Highway 35W between Interstate Highway 20 and State Highway 183 is designated as the Cesar Chavez Memorial Freeway.
