A BILL TO BE ENTITLED
AN ACT
relating to the composition of certain regional transportation
authority subregional boards.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Section 452.574, Transportation Code, is amended
by adding Subsection (d) to read as follows:
(d) The principal municipality shall make its appointments
to the board so that at least one of the appointees is selected from
three candidates chosen by the recognized union that represents the
employees of the authority.
SECTION 2. The change in law made by this Act in the
qualifications of certain regional transportation authority
subregional board members does not affect the entitlement of a
member serving on a board immediately before the effective date of
this Act to continue to carry out the functions of the authority for
the remainder of the member's term. The change in law applies only
to a member appointed on or after the effective date of this Act.
This Act does not prohibit a person who is a regional transportation
authority subregional board member on the effective date of this
Act from being reappointed to the board if the person has the
qualifications required under Section 452.574, Transportation
Code, as amended by this Act.
SECTION 3. This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution. If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2013.
