11	11	relating to the territory of the East Aldine Management District.
12	12	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
13	13	SECTION 1. The following territory is added to the
14	14	territory of the East Aldine Management District:
15	15	Four tracts totaling approximately 790 acres, situated in
16	16	Harris County, described as follows:
17	17	Tract 1 - beginning at northeast corner of East Aldine
18	18	Management District boundary at the north right-of-way (ROW) of
19	19	Aldine Bender Road and east ROW of Lee Road, and coincident City of
20	20	Houston full-purpose boundary line;
21	21	Then east along north ROW of Aldine Bender Road to west ROW of
22	22	Old Humble Road and coincident City of Houston full-purpose
23	23	boundary line;
24	24	Then northeast along west ROW of Old Humble Road and City of
25	25	Houston full-purpose boundary line to west ROW of Southern Pacific
26	26	Railway;
27	27	Then south southwest along west ROW of Southern Pacific
28	28	Railway to north boundary of East Aldine Management District

116	116	SECTION 2. (a) The legal notice of the intention to
117	117	introduce this Act, setting forth the general substance of this
118	118	Act, has been published as provided by law, and the notice and a
119	119	copy of this Act have been furnished to all persons, agencies,
120	120	officials, or entities to which they are required to be furnished
121	121	under Section 59, Article XVI, Texas Constitution, and Chapter 313,
122	122	Government Code.
123	123	(b) The governor, one of the required recipients, has
124	124	submitted the notice and Act to the Texas Commission on
125	125	Environmental Quality.
126	126	(c) The Texas Commission on Environmental Quality has filed
127	127	its recommendations relating to this Act with the governor,
128	128	lieutenant governor, and speaker of the house of representatives
129	129	within the required time.
130	130	(d) The general law relating to consent by political
131	131	subdivisions to the creation of districts with conservation,
132	132	reclamation, and road powers and the inclusion of land in those
133	133	districts has been complied with.
134	134	(e) All requirements of the constitution and laws of this
135	135	state and the rules and procedures of the legislature with respect
136	136	to the notice, introduction, and passage of this Act have been
137	137	fulfilled and accomplished.
138	138	SECTION 3. This Act takes effect immediately if it receives
139	139	a vote of two-thirds of all the members elected to each house, as
140	140	provided by Section 39, Article III, Texas Constitution. If this
141	141	Act does not receive the vote necessary for immediate effect, this
142	142	Act takes effect September 1, 2013.
