                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION            May 8, 2013      TO: Honorable Dan Patrick, Chair, Senate Committee on Education      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB455 by Dukes (Relating to excused absences from public school for certain students.), As Engrossed    No significant fiscal implication to the State is anticipated.  The bill would expand excused absences to include a temporary absence resulting from a student taking his or her child to an appointment with a health care professional. For the absence to be excused, the student would have to attend school for at least part of the day. The bill would apply beginning with the 2013 - 2014 school year.  According to an analysis by the Texas Education Agency (TEA), the bill has no significant fiscal implications for the Foundation School Program (FSP) or the operations of TEA. Local Government Impact No significant fiscal implication to units of local government is anticipated. School districts would be able to receive state funding for a student who missed part of the school day to take his or her child to a health care appointment.
