| 7 | 7 | | relating to the issuance to veterans of specially marked licenses |

| 8 | 8 | | to carry a concealed handgun and specially marked personal |
|---|
| 9 | 9 | | identification certificates. |

| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Section 411.174, Government Code, is amended by |
|---|
| 12 | 12 | | adding Subsection (b-1) to read as follows: |
|---|
| 13 | 13 | | (b-1) The application must provide space for the applicant |
|---|
| 14 | 14 | | to: |
|---|
| 15 | 15 | | (1) list any military service that may qualify the |
|---|
| 16 | 16 | | applicant to receive a license with a veteran's designation under |
|---|
| 17 | 17 | | Section 411.179(e); and |
|---|
| 18 | 18 | | (2) include proof required by the department to |
|---|
| 19 | 19 | | determine the applicant's eligibility to receive that designation. |
|---|
| 20 | 20 | | SECTION 2. Section 411.179, Government Code, is amended by |
|---|
| 21 | 21 | | amending Subsection (a) and adding Subsection (e) to read as |
|---|
| 22 | 22 | | follows: |
|---|
| 23 | 23 | | (a) The department by rule shall adopt the form of the |
|---|
| 24 | 24 | | license. A license must include: |
|---|
| 25 | 25 | | (1) a number assigned to the license holder by the |
|---|
| 26 | 26 | | department; |
|---|
| 27 | 27 | | (2) a statement of the period for which the license is |
|---|
| 28 | 28 | | effective; |
|---|
| 29 | 29 | | (3) a statement of the category or categories of |
|---|
| 30 | 30 | | handguns the license holder may carry as provided by Subsection |
|---|
| 31 | 31 | | (b); |
|---|
| 32 | 32 | | (4) a color photograph of the license holder; |
|---|
| 33 | 33 | | (5) the license holder's full name, date of birth, hair |
|---|
| 34 | 34 | | and eye color, height, weight, and signature; |
|---|
| 35 | 35 | | (6) the license holder's residence address or, as |
|---|
| 36 | 36 | | provided by Subsection (d), the street address of the courthouse in |
|---|
| 37 | 37 | | which the license holder or license holder's spouse serves as a |
|---|
| 38 | 38 | | federal judge or the license holder serves as a state judge; [and] |
|---|
| 39 | 39 | | (7) the number of a driver's license or an |
|---|
| 40 | 40 | | identification certificate issued to the license holder by the |
|---|
| 41 | 41 | | department; and |
|---|
| 42 | 42 | | (8) the designation "VETERAN" if required under |
|---|
| 43 | 43 | | Subsection (e). |
|---|
| 44 | 44 | | (e) In this subsection, "veteran" has the meaning assigned |
|---|
| 45 | 45 | | by Section 411.1951. The department shall include the designation |
|---|
| 46 | 46 | | "VETERAN" on the face of any original, duplicate, modified, or |
|---|
| 47 | 47 | | renewed license under this subchapter or on the reverse side of the |
|---|
| 48 | 48 | | license, as determined by the department, if the license is issued |
|---|
| 49 | 49 | | to a veteran who: |
|---|
| 50 | 50 | | (1) requests the designation; and |
|---|
| 51 | 51 | | (2) provides proof sufficient to the department of the |
|---|
| 52 | 52 | | veteran's military service and honorable discharge. |
|---|
| 53 | 53 | | SECTION 3. Section 521.101, Transportation Code, is amended |
|---|
| 54 | 54 | | by adding Subsection (l) to read as follows: |
|---|
| 55 | 55 | | (l) The application for the personal identification |
|---|
| 56 | 56 | | certificate must provide space for the applicant: |
|---|
| 57 | 57 | | (1) to voluntarily list any military service that may |
|---|
| 58 | 58 | | qualify the applicant to receive a personal identification |
|---|
| 59 | 59 | | certificate with a veteran's designation under Section 521.102; and |
|---|
| 60 | 60 | | (2) to include proof required by the department to |
|---|
| 61 | 61 | | determine the applicant's eligibility to receive that designation. |
|---|
| 62 | 62 | | SECTION 4. Subchapter E, Chapter 521, Transportation Code, |
|---|
| 63 | 63 | | is amended by adding Section 521.102 to read as follows: |
|---|
| 64 | 64 | | Sec. 521.102. DESIGNATOR ON PERSONAL IDENTIFICATION |
|---|
| 65 | 65 | | CERTIFICATE ISSUED TO VETERAN. (a) In this section, "veteran" means |
|---|
| 66 | 66 | | a person who: |
|---|
| 67 | 67 | | (1) has served in: |
|---|
| 68 | 68 | | (A) the army, navy, air force, coast guard, or |
|---|
| 69 | 69 | | marine corps of the United States; or |
|---|
| 70 | 70 | | (B) the Texas National Guard as defined by |
|---|
| 71 | 71 | | Section 431.001, Government Code; and |
|---|
| 72 | 72 | | (2) has been honorably discharged from the branch of |
|---|
| 73 | 73 | | the service in which the person served. |
|---|
| 74 | 74 | | (b) The department shall include the designation "VETERAN" |
|---|
| 75 | 75 | | on a personal identification certificate issued to a veteran in an |
|---|
| 76 | 76 | | available space on the face of the personal identification |
|---|
| 77 | 77 | | certificate or on the reverse side of the personal identification |
|---|
| 78 | 78 | | certificate if: |
|---|
| 79 | 79 | | (1) the veteran requests the designation; and |
|---|
| 80 | 80 | | (2) the veteran provides proof sufficient to the |
|---|
| 81 | 81 | | department of the veteran's military service and honorable |
|---|
| 82 | 82 | | discharge. |
|---|
| 83 | 83 | | SECTION 5. This Act takes effect September 1, 2013. |
