66 AN ACT
77 relating to the issuance to veterans of specially marked licenses
88 to carry a concealed handgun and specially marked personal
99 identification certificates.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 411.174, Government Code, is amended by
1212 adding Subsection (b-1) to read as follows:
1313 (b-1) The application must provide space for the applicant
1414 to:
1515 (1) list any military service that may qualify the
1616 applicant to receive a license with a veteran's designation under
1717 Section 411.179(e); and
1818 (2) include proof required by the department to
1919 determine the applicant's eligibility to receive that designation.
2020 SECTION 2. Section 411.179, Government Code, is amended by
2121 amending Subsection (a) and adding Subsection (e) to read as
2222 follows:
2323 (a) The department by rule shall adopt the form of the
2424 license. A license must include:
2525 (1) a number assigned to the license holder by the
2626 department;
2727 (2) a statement of the period for which the license is
2828 effective;
2929 (3) a statement of the category or categories of
3030 handguns the license holder may carry as provided by Subsection
3131 (b);
3232 (4) a color photograph of the license holder;
3333 (5) the license holder's full name, date of birth, hair
3434 and eye color, height, weight, and signature;
3535 (6) the license holder's residence address or, as
3636 provided by Subsection (d), the street address of the courthouse in
3737 which the license holder or license holder's spouse serves as a
3838 federal judge or the license holder serves as a state judge; [and]
3939 (7) the number of a driver's license or an
4040 identification certificate issued to the license holder by the
4141 department; and
4242 (8) the designation "VETERAN" if required under
4343 Subsection (e).
4444 (e) In this subsection, "veteran" has the meaning assigned
4545 by Section 411.1951. The department shall include the designation
4646 "VETERAN" on the face of any original, duplicate, modified, or
4747 renewed license under this subchapter or on the reverse side of the
4848 license, as determined by the department, if the license is issued
4949 to a veteran who:
5050 (1) requests the designation; and
5151 (2) provides proof sufficient to the department of the
5252 veteran's military service and honorable discharge.
5353 SECTION 3. Section 521.101, Transportation Code, is amended
5454 by adding Subsection (l) to read as follows:
5555 (l) The application for the personal identification
5656 certificate must provide space for the applicant:
5757 (1) to voluntarily list any military service that may
5858 qualify the applicant to receive a personal identification
5959 certificate with a veteran's designation under Section 521.102; and
6060 (2) to include proof required by the department to
6161 determine the applicant's eligibility to receive that designation.
6262 SECTION 4. Subchapter E, Chapter 521, Transportation Code,
6363 is amended by adding Section 521.102 to read as follows:
6464 Sec. 521.102. DESIGNATOR ON PERSONAL IDENTIFICATION
6565 CERTIFICATE ISSUED TO VETERAN. (a) In this section, "veteran" means
6666 a person who:
6767 (1) has served in:
6868 (A) the army, navy, air force, coast guard, or
6969 marine corps of the United States; or
7070 (B) the Texas National Guard as defined by
7171 Section 431.001, Government Code; and
7272 (2) has been honorably discharged from the branch of
7373 the service in which the person served.
7474 (b) The department shall include the designation "VETERAN"
7575 on a personal identification certificate issued to a veteran in an
7676 available space on the face of the personal identification
7777 certificate or on the reverse side of the personal identification
7878 certificate if:
7979 (1) the veteran requests the designation; and
8080 (2) the veteran provides proof sufficient to the
8181 department of the veteran's military service and honorable
8282 discharge.
8383 SECTION 5. This Act takes effect September 1, 2013.
