| 12 | 12 | | ballot to be voted by mail are applicable. |

| 13 | 13 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 14 | 14 | | SECTION 1. Chapter 86, Election Code, is amended by adding |
|---|
| 15 | 15 | | Section 86.0015 to read as follows: |
|---|
| 16 | 16 | | Sec. 86.0015. APPLYING FOR MORE THAN ONE ELECTION IN SAME |
|---|
| 17 | 17 | | APPLICATION. (a) This section applies only to an application for a |
|---|
| 18 | 18 | | ballot to be voted by mail that: |
|---|
| 19 | 19 | | (1) is submitted to the county clerk indicating the |
|---|
| 20 | 20 | | ground of eligibility is age or disability; and |
|---|
| 21 | 21 | | (2) does not specify the election for which a ballot is |
|---|
| 22 | 22 | | requested. |
|---|
| 23 | 23 | | (b) An application described by Subsection (a) is |
|---|
| 24 | 24 | | considered to be an application for a ballot for each election in |
|---|
| 25 | 25 | | which the county clerk serves as early voting clerk and: |
|---|
| 26 | 26 | | (1) in which the applicant is eligible to vote; and |
|---|
| 27 | 27 | | (2) that occurs before the earlier of: |
|---|
| 28 | 28 | | (A) the end of the calendar year in which the |
|---|
| 29 | 29 | | application was submitted; or |
|---|
| 30 | 30 | | (B) the date the county clerk receives notice |
|---|
| 31 | 31 | | from the voter registrar under Subsection (d) that the voter has |
|---|
| 32 | 32 | | submitted a change in registration information. |
|---|
| 33 | 33 | | (c) An application described by Subsection (a) shall be |
|---|
| 34 | 34 | | preserved for the period for preserving the precinct election |
|---|
| 35 | 35 | | records for the last election for which the application is |
|---|
| 36 | 36 | | effective. |
|---|
| 37 | 37 | | (d) The voter registrar shall notify the county clerk |
|---|
| 38 | 38 | | following the receipt of a notice of a change in registration |
|---|
| 39 | 39 | | information under Section 15.021. |
|---|
| 40 | 40 | | SECTION 2. The change in law made by this Act applies only |
|---|
| 41 | 41 | | to an application for a ballot to be voted by mail received on or |
|---|
| 42 | 42 | | after the effective date of this Act. |
|---|
| 43 | 43 | | SECTION 3. This Act takes effect January 1, 2014. |
