The bill would amend the Agriculture Code relating to a plan to increase participation in the summer food service program. The bill would require the Department of Agriculture in collaboration with Baylor University's Texas Hunger Initiative to develop a five-year plan to implement no-cost provisions to increase outcomes in the summer food service program. The bill would allow the Department of Agriculture to develop the plan from gifts, grants, or donations and only requires the plan to be developed given sufficient funds. The Department of Agriculture has indicated it could accomplish the provisions of the bill within existing resources. No significant fiscal impact to the state is anticipated.The bill would take effect September 1, 2013.
