99 relating to the allocation of certain grants from the fund for
1010 veterans' assistance.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Section 434.017, Government Code, is amended by
1313 adding Subsections (c-1) and (c-2) to read as follows:
1414 (c-1) Not later than May 1 of each even-numbered year, the
1515 commission shall:
1616 (1) conduct a needs assessment to identify the
1717 specific high-priority needs of veterans and the services available
1818 to address those needs;
1919 (2) determine the grant categories that correspond to
2020 the high-priority needs identified under Subdivision (1); and
2121 (3) identify any gaps between the needs identified
2222 under Subdivision (1) and the services available to address those
2323 needs.
2424 (c-2) The commission shall incorporate the results of the
2525 needs assessment and other determinations under Subsection (c-1) in
2626 its process for awarding grants, including the prioritization of
2727 grant awards, from the fund for veterans' assistance.
2828 SECTION 2. Not later than May 1, 2014, the Texas Veterans
2929 Commission shall conduct a needs assessment and make other
3030 determinations required by Section 434.017(c-1), Government Code,
3131 as added by this Act.
3232 SECTION 3. This Act takes effect September 1, 2013.
