| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Section 434.017, Government Code, is amended by |
|---|
| 13 | 13 | | adding Subsections (c-1) and (c-2) to read as follows: |
|---|
| 14 | 14 | | (c-1) Not later than May 1 of each even-numbered year, the |
|---|
| 15 | 15 | | commission shall: |
|---|
| 16 | 16 | | (1) conduct a needs assessment to identify the |
|---|
| 17 | 17 | | specific high-priority needs of veterans and the services available |
|---|
| 18 | 18 | | to address those needs; |
|---|
| 19 | 19 | | (2) determine the grant categories that correspond to |
|---|
| 20 | 20 | | the high-priority needs identified under Subdivision (1); and |
|---|
| 21 | 21 | | (3) identify any gaps between the needs identified |
|---|
| 22 | 22 | | under Subdivision (1) and the services available to address those |
|---|
| 23 | 23 | | needs. |
|---|
| 24 | 24 | | (c-2) The commission shall incorporate the results of the |
|---|
| 25 | 25 | | needs assessment and other determinations under Subsection (c-1) in |
|---|
| 26 | 26 | | its process for awarding grants, including the prioritization of |
|---|
| 27 | 27 | | grant awards, from the fund for veterans' assistance. |
|---|
| 28 | 28 | | SECTION 2. Not later than May 1, 2014, the Texas Veterans |
|---|
| 29 | 29 | | Commission shall conduct a needs assessment and make other |
|---|
| 30 | 30 | | determinations required by Section 434.017(c-1), Government Code, |
|---|
| 31 | 31 | | as added by this Act. |
|---|
| 32 | 32 | | SECTION 3. This Act takes effect September 1, 2013. |
