| 13 | 13 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 14 | 14 | | SECTION 1. Section 19.004(c), Education Code, is amended to |
|---|
| 15 | 15 | | read as follows: |
|---|
| 16 | 16 | | (c) The district shall: |
|---|
| 17 | 17 | | (1) develop educational programs specifically |
|---|
| 18 | 18 | | designed for persons eligible under Section 19.005 and ensure that |
|---|
| 19 | 19 | | those programs, such as GED and ESL, are integrated with an applied |
|---|
| 20 | 20 | | vocational context leading to employment; |
|---|
| 21 | 21 | | (1-a) develop vocational training programs |
|---|
| 22 | 22 | | specifically designed for persons eligible under Section 19.005 and |
|---|
| 23 | 23 | | prioritize the programs that result in certification or licensure, |
|---|
| 24 | 24 | | considering the impact that a previous felony conviction has on the |
|---|
| 25 | 25 | | ability to secure certification, licensure, and employment; |
|---|
| 26 | 26 | | (1-b) continually assess job markets in this state and |
|---|
| 27 | 27 | | update, augment, and expand the vocational training programs |
|---|
| 28 | 28 | | developed under Subdivision (1-a) as necessary to provide relevant |
|---|
| 29 | 29 | | and marketable skills to students; and |
|---|
| 30 | 30 | | (2) coordinate educational programs and services in |
|---|
| 31 | 31 | | the department with those provided by other state agencies, by |
|---|
| 32 | 32 | | political subdivisions, and by persons who provide programs and |
|---|
| 33 | 33 | | services under contract. |

| 34 | 34 | | SECTION 2. This Act takes effect September 1, 2013. |
