99 AN ACT
1010 relating to a single common course numbering system for public
1111 institutions of higher education in this state.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Section 61.822(b), Education Code, is amended to
1414 read as follows:
1515 (b) Each institution of higher education shall adopt a core
1616 curriculum of not [no] less than 42 semester credit hours,
1717 including specific courses comprising the curriculum. The core
1818 curriculum shall be consistent with the single common course
1919 numbering system approved by the board under Section 61.832(a) and
2020 with the statement, recommendations, and rules issued by the board.
2121 An institution may have a core curriculum of other than 42 semester
2222 credit hours only if approved by the board.
2323 SECTION 2. Section 61.830, Education Code, is amended to
2424 read as follows:
2525 Sec. 61.830. PUBLICATION OF GUIDELINES ADDRESSING TRANSFER
2626 PRACTICES. In its course catalogs and on its website, each
2727 institution of higher education shall publish guidelines
2828 addressing the practices of the institution regarding the transfer
2929 of course credit. In the guidelines, the institution must identify
3030 a course by using the single common course numbering system
3131 approved by the board under Section 61.832(a).
3232 SECTION 3. Section 61.832, Education Code, is amended to
3333 read as follows:
3434 Sec. 61.832. COMMON COURSE NUMBERING SYSTEM. (a) The board
3535 shall approve a single common course numbering system for
3636 lower-division courses to facilitate the transfer of those courses
3737 among institutions of higher education by promoting consistency in
3838 course designation and identification.
3939 (b) The board shall solicit input from institutions of
4040 higher education regarding the development of the single common
4141 course numbering system.
4242 (c) Each institution of higher education other than The
4343 University of Texas at Austin and Texas A&M University shall:
4444 (1) use the approved common course numbering system
4545 for each course for which a common number designation and course
4646 description are included in that system; and
4747 (2) include the applicable course numbers from that
4848 system in its course catalogs and other course listings.
4949 (d) The board may approve only a common course numbering
5050 system already in common use in this state by one or more
5151 institutions of higher education.
5252 (e) [(c)] The board shall cooperate with institutions of
5353 higher education in any additional development or alteration of the
5454 common course numbering system approved under Subsection (a),
5555 including the taxonomy to be used, and in the development of rules
5656 for the administration and applicability of the system.
5757 (f) Not later than June 1, 2014, the board shall:
5858 (1) approve a single common course numbering system as
5959 required by Subsection (a); and
6060 (2) establish a timetable that requires the
6161 institutions of higher education to which Subsection (c) applies to
6262 phase in the inclusion of the applicable course numbers from the
6363 common course numbering system in their individual course listings
6464 and course numbering systems as required by this section so that
6565 each institution fully complies with this section for all courses
6666 offered for the 2018-2019 academic year and subsequent years.
6767 (f-1) Subsection (f) and this subsection expire January 1,
6868 2020.
6969 [(d) An institution of higher education shall include in its
7070 course listings the applicable course numbers from the common
7171 course numbering system approved by the board under this section.
7272 For good cause, the board may grant to an institution of higher
7373 education an exemption from the requirements of this subsection.]
7474 SECTION 4. This Act takes effect immediately if it receives
7575 a vote of two-thirds of all the members elected to each house, as
7676 provided by Section 39, Article III, Texas Constitution. If this
7777 Act does not receive the vote necessary for immediate effect, this
7878 Act takes effect September 1, 2013.
