Interested parties assert that it is important for the district to use all resources located in the community to plan for all types of conditions, including drought. Because of this concern, H.B. 839 addresses the powers, duties, and compensation of the district's board of directors. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS H.B. 839 amends the Special District Local Laws Code to authorize the board of directors of the Duval County Groundwater Conservation District by resolution to change the district's name and to require the board to give written notice of such a change to the county. The bill authorizes the board by resolution to appoint one or more advisory committees to assist the board with any matter affecting the district and establishes that a person who serves on an advisory committee is not entitled to compensation for that service. H.B. 839 repeals Section 8808.054, Special District Local Laws Code, relating to the compensation and reimbursement for expenses to which a Duval County Groundwater Conservation District director is entitled.
