 A BILL TO BE ENTITLED
 AN ACT
 relating to information regarding unfunded state educational
 mandates imposed on a school district.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter A, Chapter 11, Education Code, is
 amended by adding Section 11.004 to read as follows:
 Sec. 11.004.  INFORMATION REGARDING UNFUNDED STATE
 EDUCATIONAL MANDATES.  (a)  In this section, "state educational
 mandate" means a statutory provision the implementation of which
 requires an expenditure by a school district that would not have
 been required in the absence of the statutory provision or a rule
 adopted under that provision.
 (b)  As soon as possible after a regular or special session
 of the legislature ends, the commissioner shall prepare and submit
 to the Legislative Budget Board a list of all state educational
 mandates. Not later than the 30th day after receipt of the list,
 the Legislative Budget Board shall determine for each mandate:
 (1)  whether the mandate requires more than a minimal
 expenditure; and
 (2)  if the mandate requires more than a minimal
 expenditure, whether the legislature has appropriated money
 estimated to be sufficient to meet the expenditure required by the
 mandate at the time the mandate is effective.
 (c)  Promptly after each review of state educational
 mandates required by Subsection (b), the agency and the Legislative
 Budget Board shall:
 (1)  post on the Internet websites maintained by the
 agency and board a list of each state educational mandate that
 requires more than a minimal expenditure and for which the
 legislature did not appropriate sufficient money to meet the
 required expenditure; and
 (2)  notify each member of the legislature that the
 information described in Subdivision (1) is available on the
 Internet websites.
 SECTION 2.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2013.
