BILL ANALYSIS H.B. 870 By: Bell Higher Education Committee Report (Unamended) BACKGROUND AND PURPOSE It has been reported that Prairie View A&M University may be the only state university currently ineligible to receive funding either as a tier one research university or from the research development fund. H.B. 870 seeks to enable the university to participate in the research development fund. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS H.B. 870 amends the Education Code to remove Prairie View A&M University from those general academic teaching institutions excluded from the definition of "eligible institution" for purposes of participation in the research development fund. EFFECTIVE DATE On passage, or, if the bill does not receive the necessary vote, September 1, 2013.
