H.R. No. 1620 R E S O L U T I O N WHEREAS, James Cantwell is retiring as city manager of Bowie in May 2013, drawing to a close a distinguished career in municipal government that has spanned 20 years; and WHEREAS, Appointed in 1993, Mr. Cantwell has guided the city through numerous infrastructure projects and improvements while managing a staff of approximately 100; during his tenure, the city built the North Central Texas College--Bowie Campus and the Bowie Community Center, enhanced public services at Pelham and Selma Parks, and opened an animal shelter; a trained engineer, Mr. Cantwell has also overseen the construction of a new public works facility, water treatment plant, and wastewater pumping station, and he has worked with the Texas Department of Transportation in planning for a railroad overpass across U.S. Highway 81; and WHEREAS, Mr. Cantwell has further contributed to the community by serving on the boards of the Texas Public Power Association, the 4A & 4B Economic Development Corporations, the NCTC--Bowie Campus Foundation, the Lions Club, the Cross Plains Rural Transportation Council, and the Resource Conservation and Development Council; and WHEREAS, For two decades, James Cantwell's dedication and commitment to excellence have greatly benefited the citizens of Bowie, and he may reflect with pride on his many professional achievements; now, therefore, be it RESOLVED, That the House of Representatives of the 83rd Texas Legislature hereby congratulate James Cantwell on his retirement as city manager of Bowie and extend to him sincere best wishes for the future; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. Cantwell as an expression of high regard by the Texas House of Representatives.
