H.R. No. 1770 R E S O L U T I O N WHEREAS, Memories of a life filled with joyful times and meaningful accomplishments remain to comfort the family and friends of Stephen Ross Payne of Lubbock, who passed away on April 4, 2013, at the age of 88; and WHEREAS, Born on October 14, 1924, to Paul and Cora Payne, Stephen Payne was a Lubbock native; he served his country in the United States Navy during World War II, after which he returned to West Texas and earned a bachelor's degree in business administration with an emphasis in accounting from Texas Tech University; and WHEREAS, Mr. Payne enjoyed a long career in farming and commercial real estate; moreover, he volunteered with Boy Scout Troop No. 402 and was an active member of the First Christian Church; and WHEREAS, Devoted to his family, he shared 58 years of marriage with his wife, Trois, and took pride in the couple's three children and their spouses, Brad Payne and his wife, Kathy, Karen Wetterau and her husband, Lin Cave Wetterau, and Karla Chunn and her husband, John, as well as their seven grandchildren, Michael, Mason, Stephen, David, Kristen, Mackenzie, and Erin; and WHEREAS, Stephen Payne brightened the lives of many people during his years on this earth, and he will be deeply missed by all those who held him dear; now, therefore, be it RESOLVED, That the House of Representatives of the 83rd Texas Legislature hereby pay tribute to the memory of Stephen Ross Payne and extend sincere sympathy to his loved ones; and, be it further RESOLVED, That an official copy of this resolution be prepared for his family and that when the Texas House of Representatives adjourns this day, it do so in memory of Stephen Ross Payne.
