H.R. No. 827 R E S O L U T I O N WHEREAS, Brenda Eivens, the city manager of Cedar Park, has been named the 2012 Central Texas Public Administrator of the Year by the Central Texas Chapter of the American Society for Public Administration in recognition of her significant contributions to her community; and WHEREAS, Ms. Eivens joined the City of Cedar Park in 1996 as director of human resources and became assistant city manager in 2002; she assumed the office of city manager in 2005, and since that time she has won the high regard of city officials and residents alike for helping the city to maintain and improve services while undergoing a period of explosive growth; and WHEREAS, In her role as the city's chief administrative officer, Ms. Eivens manages the city's day-to-day affairs and implements policies set by the mayor and city council; her responsibilities include preparing and administering a budget totaling more than $100 million and leading a staff of over 400; along with fiscal responsibility, she has consistently made responsiveness to residents and businesses a top priority; and WHEREAS, During her tenure as city manager, Ms. Eivens has played an instrumental role in a number of projects that have been critical to addressing the needs of the area; her notable list of achievements includes the acquisition and development of a new city hall campus, which opened in 2012; in addition, her leadership of the strategic planning process has been decisive in helping to establish and carry out the city's vision for the future; aided by her meticulous work, Cedar Park has expanded economic opportunity in the community through development programs that have led to the construction of both the Cedar Park Center, a state-of-the-art sports and entertainment venue, and the 1890 Ranch shopping center; the city has also acquired a vital asset with the creation of the Cedar Park Regional Medical Center, and it has gained a major recreational resource with the opening of Veterans Memorial Park; and WHEREAS, Ms. Eivens received a bachelor's degree from Sam Houston State University and earned a master's degree in public administration from Texas State University; she and her husband, Scott, reside in Cedar Park with their two children; and WHEREAS, An exemplary, innovative public administrator, Brenda Eivens can reflect with justifiable pride on accomplishments that will benefit the city of Cedar Park for generations to come; now, therefore, be it RESOLVED, That the House of Representatives of the 83rd Texas Legislature hereby congratulate Cedar Park city manager Brenda Eivens on being named the 2012 Central Texas Public Administrator of the Year by the Central Texas Chapter of the American Society for Public Administration and extend to her best wishes for continued success; and, be it further RESOLVED, That an official copy of this resolution be prepared for Ms. Eivens as an expression of high regard by the Texas House of Representatives.
