 A BILL TO BE ENTITLED
 AN ACT
 relating to the coordination of state and federal standards and
 reporting requirements related to the receipt of certain federal
 money.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter B, Chapter 403, Government Code, is
 amended by adding Section 403.0123 to read as follows:
 Sec. 403.0123.  COORDINATION OF CERTAIN STANDARDS AND
 REPORTING REQUIREMENTS. (a) In this section:
 (1)  "One-time payment" means a one-time allocation of
 federal money, including stimulus money, to a state agency
 appropriated by legislation other than an annual federal
 appropriations act.
 (2)  "State agency" means a department, commission,
 board, office, or other agency in the executive or legislative
 branch of state government created by the constitution or a statute
 of this state, including an institution of higher education as
 defined by Section 61.003, Education Code.
 (b)  If at least 10 state agencies receive a combined total
 of at least $1 billion in one-time payments in a state fiscal year,
 the comptroller shall establish standards and reporting
 requirements, including performance benchmarks, required of each
 state agency that receives a one-time payment. The comptroller
 shall ensure that the standards and reporting requirements conform
 to any federal standards and reporting requirements related to the
 one-time payments. To the greatest extent practicable, the
 comptroller shall eliminate or suspend a state reporting
 requirement that is duplicative or unnecessary in light of the
 standards and reporting requirements established under this
 section.
 SECTION 2.  This Act takes effect September 1, 2013.
