 A BILL TO BE ENTITLED
 AN ACT
 relating to the basic allotment for the Foundation School Program
 for the state fiscal year ending August 31, 2013; making an
 appropriation.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 4, H.B. 10, Acts of the 83rd Legislature,
 Regular Session, 2013, is amended by amending Subsection (c) and
 adding Subsection (d) to read as follows:
 (c)  Notwithstanding Rider 3 to the bill pattern of the
 appropriations to the Texas Education Agency in Chapter 1355 (H.B.
 1), Acts of the 82nd Legislature, Regular Session, 2011 (the
 General Appropriations Act), the basic allotment for the Foundation
 School Program for the state fiscal year ending August 31, 2013, is
 $4,867.  In addition to amounts previously appropriated for the
 state fiscal biennium ending August 31, 2013, the amount of
 $400,000,000 is appropriated out of general revenue account number
 0193, Foundation School, for the state fiscal year ending August
 31, 2013, to the Texas Education Agency under Strategy A.1.1, FSP -
 Equalized Operations, as listed in Chapter 1355 (H.B. 1), Acts of
 the 82nd Legislature, Regular Session, 2011 (the General
 Appropriations Act), for the purpose of providing for the increase
 in the basic allotment.
 (d)  Notwithstanding Rider 3 to the bill pattern of the
 appropriations to the Texas Education Agency in Chapter 1355 (H.B.
 1), Acts of the 82nd Legislature, Regular Session, 2011 (the
 General Appropriations Act), the sum certain appropriation to the
 Foundation School Program for the state fiscal year ending August
 31, 2013, is increased by the amount of $1,030,000,000
 [$630,000,000].
 SECTION 2.  This Act takes effect only if House Bill No. 10,
 83rd Legislature, Regular Session, 2013, is enacted and becomes
 law. If House Bill No. 10 is not enacted by the 83rd Legislature,
 Regular Session, 2013, or does not become law, this Act has no
 effect.
 SECTION 3.  Except as provided by Section 2 of this Act, this
 Act takes effect immediately if it receives a vote of two-thirds of
 all the members elected to each house, as provided by Section 39,
 Article III, Texas Constitution. If this Act does not receive the
 vote necessary for immediate effect, this Act takes effect
 September 1, 2013.
