77 relating to homeland security strategy.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Subsections (a) and (c), Section 421.002,
1010 Government Code, are amended to read as follows:
1111 (a) The governor shall direct homeland security in this
1212 state and shall develop a statewide homeland security strategy that
1313 improves the state's ability to:
1414 (1) protect against [detect and deter threats to]
1515 homeland security threats and hazards;
1616 (2) respond to homeland security emergencies; [and]
1717 (3) recover from homeland security emergencies;
1818 (4) mitigate the loss of life and property by
1919 lessening the impact of future disasters; and
2020 (5) prevent significant criminal and terrorist
2121 attacks.
2222 (c) The governor's homeland security strategy must
2323 complement and operate in coordination with [the] federal strategic
2424 guidance on homeland security [strategy].
2525 SECTION 2. Subsection (a), Section 421.021, Government
2626 Code, is amended to read as follows:
2727 (a) The Homeland Security Council is composed of the
2828 governor or the governor's designee, the speaker of the house of
2929 representatives or the speaker's designee, the lieutenant governor
3030 or the lieutenant governor's designee, and one representative of
3131 each of the following entities, appointed by the single statewide
3232 elected or appointed governing officer, administrative head, or
3333 chair, as appropriate, of the entity:
3434 (1) Department of Agriculture;
3535 (2) office of the attorney general;
3636 (3) General Land Office;
3737 (4) Public Utility Commission of Texas;
3838 (5) Department of State Health Services;
3939 (6) Department of Information Resources;
4040 (7) Department of Public Safety of the State of Texas;
4141 (8) Texas Division of Emergency Management;
4242 (9) adjutant general's department;
4343 (10) Texas Commission on Environmental Quality;
4444 (11) Railroad Commission of Texas;
4545 (12) Texas [Strategic] Military Preparedness
4646 [Planning] Commission;
4747 (13) Texas Department of Transportation;
4848 (14) Commission on State Emergency Communications;
4949 (15) Office of State-Federal Relations;
5050 (16) secretary of state;
5151 (17) the committee of the senate having jurisdiction
5252 over homeland security [Senate Committee on Transportation and
5353 Homeland Security];
5454 (18) the committee of the house of representatives
5555 having jurisdiction over homeland security [House Committee on
5656 Defense and Veterans' Affairs];
5757 (19) Texas Animal Health Commission;
5858 (20) Texas Association of Regional Councils;
5959 (21) Texas Commission on Law Enforcement Officer
6060 Standards and Education;
6161 (22) state fire marshal's office;
6262 (23) Texas Education Agency;
6363 (24) Texas Commission on Fire Protection;
6464 (25) Parks and Wildlife Department;
6565 (26) Texas A&M Forest Service; and
6666 (27) Texas Water Development Board.
6767 SECTION 3. This Act takes effect immediately if it receives
6868 a vote of two-thirds of all the members elected to each house, as
6969 provided by Section 39, Article III, Texas Constitution. If this
7070 Act does not receive the vote necessary for immediate effect, this
7171 Act takes effect September 1, 2013.
